I keep reading you can make 20-30 million an hour mining but I use a hulk with t2 strips and crystals and I cant make anything like that. The best min I mine is Kernite. is tis only a 0.0 possibility? What should you be able to mine in high sec an hour?

If you wont go into low sec or 0.0, then yeah, Kernite is about the best you can get, isk wise, in Empire. If you're using a hulk with T2 strips and kernite crystals, you're getting about the best you can. All I can suggest is get all the skills you're using for it, to level 5...
20-30m an hour will be for things like Ark or Bistot etc which is 0.0 territory. -- Sir, I don't understand why we train for ECM, sir - in a fleet battle all you got to do is press buttons.

Yeah - A well fitted Hulk will tank almost all, if not all, 0.0 Rat spawns - it's the players you need to watch out for. Joining a 0.0 corp that has mining as one of their primary objectives would help. There's plenty of industrial-orientated corps in 0.0 alliances. You may be expected to enter combat, though, on alliance ops, so make sure you ask all of the right questions.

8-10 solo, 15-20 in a larger, well set-up gang with link support and dedicated haulers, probably up to almost 25 or so if your group also gets lucky in exploration (for "hidden belts", takes time, costs ISK, etc).

A new player can make that much an hour? I find that hard to believe because from the way other players talk about mining they had to skill up and get in game experience about mining to reach that level of isk income.
I want to be able to make 6 million a day (willing to spend 8 hours on it) just so I can get two +4 implants by the time Cybernetics IV finishes training. So far I can only make 2 million a day missioning in low sec. That even accounts for the rare drops I put up to sell on the market.

Yeah, 8-10 mil/hr is definitely not a new player's mining output. A good hulk pilot can pull that in hi-sec, but no one in a Navitas will manage anything near that. A hulk is going to take a few months of training from the time a character gets started.

in a well organised group even with noobs(4-5 ) miner IIs you can go to 1.5mil/hr easy i know : i did it :P try to get organised with dedicated haulers & guards also make shure that you get your group/fleet bonusus (like mining forman & such ) so i guess its verry possible to mine alot of ore in no time i also set up my hauler in high sec with a miner & let it fill up while i go to work :) kinda helps when you get back with a full cargo.

The OP already said he was flying a Hulk and using T2 mining crystals. Nobody was talking about newbies in mining frigates before you brought it up.

You are spending 8 hours per day and only making 2 million, missioning in low-sec? You're doing something wrong. Even level 1 missions can produce two million in a couple hours. Are you salvaging? If not, then screw Cybernetics and train Salvaging to level 1. A single melted capacitor console or alloyed tritanium bar is worth 400k or more, and you'll certainly get 2 or 3 of them from a good "blockade" or "gone beserk" combat mission, even a level 1. Get a salvager.

Depends... does alt-tabbing back to EVE every 10-15 minutes, docking, unloading up to 17+k m^3 of Veldspar, undocking and restarting stripminers at location sound like "mind-numbing slave work" for you ? I wonder how mission-running sounds like then. Or gate-camping. Or POS sieges.

Yeah, hi-sec hulk mining is safe (or as safe as you can get while undocked that is), and relatively easy. Just have to watch out for player pirates.
