There's no way to see if a character is trained up solely for skill points.

Of course that character is bloody useful, of course he's specialized, just not.. made for that particular purpose. I read one of his posts once where he claimed he went that skill route only because it fit the starting attributes, so it was never a plan to be good at it. There are still some skills that are useless though.
