Yes, you can still use the legacy keys but we're in the process of phasing them out so don't expect them to work forever.

Does it really exist? Yeah, it does, it's just not listed there. You can use https://api.eveonline.com/account/APIKeyInfo.xml.aspx to find out the key type, there it will say "Account" if it works for all characters on the account.
