So 3 of us has been scammed by the same guy now on the character bazaar and ccp has yet to reply or do anything about it ~

I am sorry but what are they supposed to do about it. You are allowed to Scam and Sell Characters. Did this particular Scam break the EULA? Actually, character selling scams are not allowed. Not that I would know anything about scamming.
This is very true scams in game are ok ( by EULA )
but not character trading scams |

I am sorry but what are they supposed to do about it. You are allowed to Scam and Sell Characters. Did this particular Scam break the EULA? Character scams are NOT allowed and we come down very hard on those who try it. The best way to deal with this is to simply report it to us and we will investigate the matter. However, these investigations may take a long time as often the people who scam with character sales are involved in a lot more EULA breaches and they can be RMT or hackers on top of it. When that is te case we must tread very carefully to make sure we get all the loose and that simply takes time.
And what about my isk in the meantime as like i have said above thumper is a sold character and obviously i now cant transfer till i get my isk back |

I now feel sorry for the person that has purchased thumper as they have paid and not got the char as of yet. We do not take any definitive action before an investigation is completed. Until that time all parties will simply have to wait.
so basically what your saying is i now have to wait untill this guy basically says his account has been hacked like all rest of them and he gets away scott free and i have lost out on however many days of play time cos i have no isk ?

or maybe do it like you buy timecodes ? maybe like have an ingame wallet function where you can send isk to an account wallet from which you can buy a character or a timecode ?????
im just saying that wouldnt be too hard to do right ? |

Yeah the smart thing to do would be for the GMs to immediately give characters and massive amounts of ISK to anyone who makes a noise on the forum without investigating until they know the whole story, and worry about consequences later. Yep, that's definitely the optimum course of action here.
when it is very clear that the person is a hacker why not give the isk straight back ?
its called good customer service
you don't go to your electrical store taking your broken TV back and having to wait ages to get a new TV
or at least I've never had that |

Yes, and that is no one's fault but your own for not using a 3rd party to help you complete the transaction. Be happy that you will get your isk back eventually if it does turn out to be a scam. In the meantime you can go back to doing all the stuff that got you the isk in the first place. Oh, wait, you just bought the isk with your credit card, didn't you. Well, then wait.
i have never bought any isk thank you very much and a 3rd party for buying a character WTF are you on about

Well if CCP do have IP logging enabled (i assume they do as it is a great security feature), then it would be pretty straight forward to see if the account has been hacked or not. But yeah, going through all the books and records of stuff may take a lot longer
but whos to say they just havnt changed there own ip ? |

honestly ALL I want is just my isk back so i can carry on playing the game that I have subscribed to.
it doesn't take 2 mins to work out if someone has been scammed they could give me my isk back then carry on with the investigation this would keep all the customers alot happier when this goes on |
