That's a start, but not really enough.
Yet, having looked at the jihadswarm killboard for the past weeks, they get no sympathy from me even though I'm an industrialist. Seriously, there's pretty much _only_ braindead fittings like 2x civilian shield boosters, warp scrams (wtf?) and the like.
Weeks after the newspost and much whining, pretty much any hulk pilot with half a brain should have spent some time reading whine threads by haulers and figured out there's only two things that matter: hp buffer and res. So drop the damn 3x shield recharge modules (seriously), and fit extenders and passive res.
You don't have the cap to run active modules 23/7 while afk, so skip the active hardeners and shield boosters...

Maybe, but Hulks have over double the HP in Structure than they do in Armour or Shields. A T2 DCU almost doubles their effective HP and uses practically no cap or fittings 
(I also don't see a single Hulk kill that had a DCU installed)
Could even put a reinforced bulkhead in the other Low for that extra bit of survivability 
...and then you still have 4 meds to play with.

There was at least one yesterday with DCU fitted.
The point about shield tanking is that it won't affect your cargohold and mining upgrades _too_ much.

What constitutes maliciously interfering with another player's game experience in eve?
Stealing, shooting, spying, and scamming are all supported. Hacking someone's account or harassment aren't griefing, they have their own category.
