I go out in deep space and there are areas of NPC sovereignty. This implies that at least some planets come with populations on them, unless the NPCs are using similar mechanics which I find hard to believe.
Is it a given that all planets outside of NPC sovereignties are unpopulated?
Is it a given that all planets are capable of being populated?
There are different types of planets in Eve, and that should factor into any proposal such as this. I think it is a wonderful idea.
My main question would be, though, why every region outside the drone regions is infested with NPCs, even those without sovereignty. I'm willing to bet that there are populations out there, unaffiliated with CONCORD and the core Empires. Probably these populations are incapable of sustaining a "modern" Eve lifestyle without support from outside agencies.
If something like this were to be enacted, I would expect that only certain planets truly mattered in controlling a system, or that certain planets added bonuses (and demands) for their populations in the calculations.
Colonizing a planet should take a similar amount of effort as outpost construction. However, I think it should have different results than constructing outposts. Perhaps move constellation sovereignty to planetary conquests, separate from outpost infrastructure. Or perhaps require a colonized planet WITH an outpost to count toward constellation sovereignty.
Giving everyone a 90 day warning to prepare, of course :P

i think for simple sov level 1, a basic colony with a planetary capital developed should "count towards it". so if another alliance also has a planetary capital on a different planet, then it all comes down to balance of power. in addition to just the number of planets, each has a "score" of some kind based on the planetary population and how powerful the colony is. these two competing colonies could possibly even exist on the same planet and be at war with each other...
every planet should be able to count towards sov, even the gas giants. they would just have a different kind of colony, and have different limits to how much population they can support. and of course, different types of planets would provide different resources.
the effort it takes to get basic sov 1 of an empty should not be anywhere near as difficult as building an outpost. but it should be a bit more than a single large POS tower. as a "seed" for a potentially massive population, i think the colony startup costs should be in the 2 or 3 billion ISK range, and certainly be able to fit in a single jump freighter.
to get sov level 2 or 3, will then require further development of the colonies. so it will not be a pure function of time, but also progress. and if power shifts, those planetary buildings get destroyed, not stolen. so the invaders would have to start fresh at sov 1.
i do agree that an outpost should be necessary for constellation sov, in addition to required planetary developments.

As long as we get the planet POS, i will be a happy bunny. Even if it is exactly the same style layout as the Industrial pos.

As far as I know CCP has allready answered this request numerous of times. They appearantly have other plans for planets.
