Imho...
Alot of people dont WANT PVP simply because they have never tried it!!
Its lke saying...i dont eat veggies, never have and never will. This is bull****.
When i was starting this game. I was a miner, mining in empire space and avoiding low security zones at all costs (and with good reason fro i had NO combat skills whatsoever). I knew i didnt want PVP because my isk was just to precious to lose....it didnt take logn however untill i got seriously bored with being totally safe and doing nothing but mining and shooting NPC pirates.
Back then, EVE was a different place. M0o was wreaking havoc all over the place, hell i even remember j0rt hunting me around empire space in his rifter. Pirates were everywhere in lower security space and there were sentryguns only in higher security space and only around spacestations.
I moved to a 0.4 system where i had my first taste of PVP...it wasnt much, we got attacked and retreated, then head back out to face the pirates and of course got OWNED within moments.
I was offered to pay and live, but i didnt and so i died. ****ed off at first but also very excited and it gave me a reason to fight...vengeance.
You simply cannot understand how fun PVP can be untill you try it. Not only the PVP itself...but the fact that people would band together and stand up to a common threat, escorts, a new profession in EVE...player guards!
People would start paying good money for lower end minerals in low security zones as the need for escorts would up the price of transprtation. Trade would florish again...even with pirates and looters preying on the indies, the reward for transporting them would still make it worthwhile. Not to mention the escort which get to fight off the nasties...good money fro doing somethign truly fun...a new type of corporation would establish...escort services.

More free PVP would do this game alot more good then it would ever do bad...
Sure some people would leave. You cant please anyone and some people are jsut uber carebears who will leave ANY game that doesnt have cheatcodes.
But alot of other people would get intrested and many of the existing players would find new meaning in the game.
There are of course exploits. Its happened in the past, people go to newbie zones and pod everyone there for kicks. That is sort of lame because most people in the rookie systems are using that system to receive a 'tutorial'...
My suggestion would be...
Implement playerowned semi powerfull sentryguns (not uber like the concord ones...they are rediculous!) asap! So corporation can use them lay claim to a solar system if they like. This would mean a relativly safe zone for corporation who do not wish to be bothered...if they invest the cash they could be relativly safe in their own solarsystem if they liked...fair enough!
Then make a cluster of 1.0 system...lets say 4-5 systems per empire. This should provide ample asteroids and pirates for all those newbs to mine and hunt. Connect these systems directly to the superhighway, so all newbs can travel from empire to empire without moving through unsafe zones. Put NPC supply her eon basic stuff like a few frigates, few weapons, ammo, missiles the likes...so that the unsuspecting newbies arent lured to unsafe zones by clever little gankers putting frigates on a market for dirtcheap and waiting for newbs to pass by.
In these zones PVP is not allowed and banable offence..simple as that. Rolling in with your corp full of apoc pilots with miner 2's is NOT allowed and a banable offence! No bull****, its for the newbies...not for lameass exploiters!
ALL other systems in empire space should have a deminishing policeforce patrolling (ie a killable policeforce if you meet them with the right kind of force) and NO sentries at jumpgates...sentries would become a thing for players only...only the 1.0 newb systems have uber ganking, instalocking sentries!
There you have it...
Newbs are safe from gankers and can learn the game in peice. Corporation can protect themselves by claiming a system and deploying sentryguns all over to keep them safe...
and any traveling means your at risk....the risk in 0.9 space would be neglectable since cops there would be rather nasty...but dont expect uncle sam to save your ass when your rolling your indy through 0.7-0.6 system with NO escort...
Thats my solution and it doesnt force ANYONE to PVP. If you want to get your goods across to the other side and dont want to get blown up in the process and hire a damn escort and split some of your winings!

It's the exact same things as what Zombie did, you may not attack in "safe-areas" (empire/within sentry range) without loosing your ship.
