IMO... there is too much highsec, if there was more lowsec in general, or less highsec, it will force people to lowsec as it is, we can add more entrypoints to lowsec so you there is less liklihood of going into gatecamps (well... its not a problem if you are smart, jump in first with a shuttle, you cant be caught in that, im a pirate, theres an easy guide to avoiding camps, go figure, it isnt hard to figure out, if its camped, move somewhere else for that time or get your friends to join you)
Why does highsec need to be expanded, you really never gave many concice easy to read reasons, you just said "lets change x and x b/c i dont like x" lets actually hear your reasons other than "eve is growing, lets just move stuff around" idea, which... moving **** doesnt fix ****, it only moves it to a differnet place.
Syndicate, as you said, is useless, is it? Look at BRUCE like I said earlier, it was their starting point and now they are a force to reckon w/ in eve (like them or not, i dont like them, blobby ass ****s like most 0.0 people, oh well).
As to changing rat bounties of places, the reason why they stay is b/c they tend to be in areas that have good ores and whatnot, which is what the rats are supposed to be protecting, so... they should keep sending their good stuff... if anything, send harder stuff and more, make it where you cant take a belt alone easily, they are important belts.. so... lets protect them more should be the mantra. This is the opposite idea, and, well.. is just as absurd as the other one on this post.
As to highsec being crowded, much like 0.0, the good areas are crowded- in highsec, its market systems and good agent systems, in 0.0 its the good sec rating and market systems, go figure, its almsot the same, its going to be that way.
If we eliminate bounty rats in highsec, I would love that, it would force people to come into lowsec, something as a lowsec pirate i would like, i really do miss hitting belt ratters, oh well, have to change to a game who's mechanics are changing and morphing (something you might want to learn how to do, right?)
Anyways, yeah, im belligerent towards you, mostly b/c this is one of the stupidest ideas ive seen in a while. This is a bad solution to something that is IMO, not a problem, if you have a problem with too many people in highsec, move to lowsec, learn to love it and maneuver it, hell, ill let people hire me to learn how to survive and do very well in lowsec (account is going dead later today, ill teach in a month, shoot me an eve-mail anyway).
Anyways dude.. stupid solution to something thats not a problem, learn to evolve w/ the game, or be left in the dust.

I agree with Inzanami, NPC 0.0 is a stepping stone for those who want to run their OWN 0.0, look at GF for example, they learned it the hard way by BoB in syndicate. The worst pvp'er in EVE :
