I think its just right this way, do not forget, that the odds are still on the battleship's side.
Look at this:
Battleship fitting 6 guns 2 launchers 3 large guns: good against BS sized targets, can hit cruisers at longer ranges 2 medium guns: can deal some damage to BS sized targets, easy hits, is good against cruisers, can hit frigates at longer ranges 1 small gun damage only significant against frigates.
2 launchers can either fit defenders to destroy some of the incoming missiles or various missile types to enhance combat effeciency.
The above setup would give the BS pilot 3.5 large gun worth of weaponry against other battleships. It could use all 6 of its guns to attack cruisers. Finally it would still have 3 rather potent guns as defense against frigates. I havent even added the missile launchers, as those can basically be used against any kind of threat given the proper missile type is present in the cargo hold.

Assuming that the BS has not loaded specificly for killing cruisers or frigates they will be likly to have fewer guns of a relevent size then the aggressors as all the power and CPU will be put into the anti-BS weapons that fullfill the ships primary role.
I hope you dont seriously think, that Battleships should be able to gank anything from 100k excep other battleships.
About the ammount of weapons. The best frig can use 3 small guns, or 4 launchers. Thats definitely fewer than the above example having 3 guns AND 2 launchers. What about cruisers? 5 guns or launchers total, maybe 6.(altough i cant remember any cruiser that can fit 6 weapons - moa maybe?) Out example BS has 6 guns AND 2 launchers able to deal with cruiser sized opponents Battleships next. There we may have a problem, but hey, the other BS pilot had to equip similarly to counter our example BS's cruiser/frig escort, so there we have 3-5 guns 2 launchers against a ship like our own.

Put simpily, if you want to engage a BS in a frigate, fine but you should not expect to TOTALY outclass a ship 100 times your size without taking fire.

Well, i think my example BS would fit quite nicely with the combat changes. We havent added the 10x ammount of hp / shield / capacitor / mid and low slots it has yet. The 1500-2000m3 drone bay, providing space for 10 small/5 medium/heavy drones.
In fact, battleships are powerful as they are, people should just accept the fact, that from now on they'll only use 2/3 of their weapnry against a target.
