Actualy.. the people doing all these suiside attacks ARE being reinbersed.. in fact their makeing money off it. Not because CCP is 'reinbersing' them.. but because the Game itself is when they get the insurance payout back thats 10-20m more than what they lost/put into the ship they got blown up for suicide attacking.. so yes.. i still and will continue to consider it an exploit. The only people 'loseing' anything are the ones being killed, the people doing the killing are, as i said, actualy MAKEING money off it.

First off, yes, insurance does cover the ship, but not the fittings/insurance cost. That means, if you go pop, you lose all the money you put into the fittings and any money you spent for insurance.
Most ganking is done because the people who do so believe that whoever they kill will drop enough loot which they can sell for enough isk to cover the costs of the fittings/insurance and then some. So you can get 50 people together to gank a freighter, but it will mean nothing (other than kb points) if the freighter ends up hauling nothing.
Overall, you are missing sooooo many points.
1) Suicide ganking has been around for awhile. One alliance starts taking advantage of it, BIG WHOOP. <3 goons (this has been repeated so many times, just had to repeat again)
2) Safe space is not 'safe'. Think about it; somebody, lets say you, gets mugged in a dark alley. The police (CONCORD) isn't there to prevent it, but they can certainly punish him.
3) Many act like there is nothing they can do about it. Many times, there is very little, like you're all alone near a gate then suddenly a pirate corp pops in and kills you because you happen to be flying a badger mk2. However, you can still set your ship to tank long enough so CONCORD can come in. For goons, set them to red, align to warp when mining, blah blah blah.
Luckily, CCP will most likely never do anything major aganist empire ganking, or at least do anything that a bunch of people are whining about on the forums. I mean, if CCP did everything everybody whined about, we would have a sharded server, consensual PVP, really weak DDs, no Jita... you know, like WoW.
