What about spilting the cargo up? If you use t2 expanders some of the t1 frig's could do that in 5 or 6 runs. I can get a 650m3 can in my probe that way - hence some cargos I can carry are 720m3. Each cargo then is 200 million. Its pretty fricken hard to catch a frigate.
Run isn't partcularily great, but for a billion that's in the region of suicide ganking as well. Eggs and one basket comes to mind.
Personally I'm paranoid as well, so I'd use different routes...
Being paranoid and playing eve is kinda good. Anyone in local IS out to get meh!

Destroyers generally warp align slower than a frig. Becasuse of there size they generally are also easier to lock.

I wish there was... Personally would like to see the tier 2 mining frigates reused as specialised t2 salvage vessels. The tormentor, navitas, bantam and burst. They'd need extra cargo, and the mining bonus changed to salvage. Give me one of those with a 1000m3 cargo (expanders/rigs included) and I think I'd spend rather a lot of time in it...
That to me is a blockade runner, small sig, fast align.

Yeah its darn close - you can get align times as fast as an inty. But that's with rigs. You've also got sig to contend with. The prowler is the one I've looked at, and to be honest, its too big.
1000m3 is what I'm after on a frig, preferably with expanders. Rig wise I'd be thinking of stuff to make it go faster. T1 rigs let alone t2 in a probe makes me wanna cry. Especially where I take it... I won't even put shield extenders on it.
Sorry I'm completely derailing this thread with my fantasy ship. Worrying thing is, its a fricken probe with 1 or 2 more points of pg/cpu, few more hp/cap and a slightly bigger hold. I really have to be the only fool who wants to put t2 rigs on a probe...
