What is the actual security difference between 2 close systems, e.g. a .6 and a .5?
It is accepted that 1.0 - .5 are "high sec" and .4-.1 are "low sec" but is there any significant contrast between a .3 and a .2? Mostly pvp/pirate/flagging wise, of course the rats and asteroids etc. are a little different.
Also, is the gap between .5 and .4 systems particularly significant or only because it is a convenient halfway for high/low sec classification?

Concord responds slower in 0.5 than in 1.0.
In 0.4 there is no longer any concord to protect you, just some sentry guns at gates. So yes the switch is significant.

How "safe" a system is, whether low sec or high sec, from a PVP point of view, depends more on whether it's on the pipeline going into 0.0, on the pipeline going between two trade hubs, or if it's a mission hub with popular agents. Basically, while attacks can happen anywhere, they usually happen in busy systems.
So it's a good idea to look at the color of the stars (by sec status) but also to learn the routes and traffic pathways, and where agents are.

From what I've read in all the many suicide ganking threads, in high-sec they arrive in <6seconds. In 0.5 they arrive in >10seconds.

Here are the important breaks that you need to know:
1.0 through 0.5: "High sec" Concord will still come and blow up your attacker should they aggress you. This doesn't mean you're 100% safe, since bad guys can still suicide themselves to try to take you out, but it does mean that anyone attacking you (without a war declaration between corporations) will die to Concord. Sovereignty is held in all systems by NPC factions, and no capital ships can enter this space.
0.4 through 0.1: "Low sec" Concord does not come. There are still stationary guns on stargates and stations that will shoot anyone aggressing you, but those guns can be tanked and/or run away from. The aggressor will still lose security status for attacking here, however. Capital ships can come in to this space now, but certain things do not work. For example, Titans can not fire their doomsday weapons, and interdictors can not drop warp bubbles. All the systems here are still NPC sovereignty.
0.0: The no-mans land. There is no Concord, there are no guns on gates or stations, and you do not lose security status for aggressing. Some few regions do have NPC controlled space and stations, usually the pirate factions. Most however have no sovereignty at all until a player alliance comes in and claims it using POS towers. Player alliances build their own stations here, and have complete control over who can dock and use them. Everything goes in this space, including warp bubbles on gates.

The other rule in classification is agent rewards (though I don't think it applies in high security), asteroid belt contents, and asteroid belt rats. The lower you get, the better the ores and belt rats become. In 0.0, the progression actually continues, even though its not shown in game. 0.0 goes all the way down to -1.0, where the best rats and most difficult exploration complexes lie.
One other rule is no moon mineral mining in 0.4+, only in 0.3 and below.

Ore types and ore quality (as in Market value for refined minerals) is better the lower the security status, even with marginal changes, the frequency (probability) of more quantity of better quality ore increases.

1.0: CONCORD responds almost immediately. Security hit incurred when attacking or podding. No rats. Not possible to anchor objects. Not sure if a POS is possible. No bubbles, cyno fields or bombs. Belts only contain Veldspar and Scordite. No belt rats. 0.9: CONCORD responds a little slower. Otherwise no differences. 0.8: CONCORD responds slower still. Very light belt rat activity. Plagioclase or Pyroxeres (depending on region) are available in belts. 0.7-0.5: CONCORD takes progressively longer to respond. Belt rats get progressively more dangerous. Containers can be anchored in space. Still not sure about POSes. Omber or Kernite becomes available. 0.4-0.1: CONCORD no longer responds, but turrets will still fire for 15 minutes after attacking, and docking and gating becomes impossible during that time. A security hit is still incurred. POS is possible but costs starbase charters to maintain(bought from LP stores from the faction controlling the system the POS is in). Bet rats get more dangerous the lower sec rating gets. Cyno fields can be created, allowing capital ships to move about. Still no bubbles or bombs. Ores with high Noxcium content, and possibly Zydrine become available. 0.0: No CONCORD or turrets. Attacking no longer gives a security hit. Belt rats are very dangerous, scaling up in difficulty depending on true security rating (which can become negative). Bubbles and bombs can be used. POSes only cost resources to maintain. Asteroids with Megacyte and Morphite are available only here.
