I want to create a war-time non-alliance hauler alt to one of my accounts. What is the best skill path to get the most amount of m3 possible with the least amount of training?

Absolute least amount of training: Any path which gets you Amarr frigate III and Spaceship Command III (that should be possible); then you'll be able to train Amarr Industrial I straight off the bat (shouldn't take more than a few minutes - max Per and Wil on your character to shave off a couple minutes). The Bestower has the largest cargohold of all industrials which only require level I to fly it.
If you can spare a few days of training, go for a Mammoth (requiring Minmatar Industrial IV).
If you change your mind and decide time is not an issue, train Gallente Industrial to V for the largest possible cargohold of all industrials.

Thank you. Already have an Itty 5 pilot, but I need him to be alliance so he's no good to me in empire during high sec wars =\.

While suggested Amarr one is fastest I personally would take Minmatar one and train for their tier 2 hauler (Hoarder) as when you nano it up it gets noticeably more agile than Bestower while still packing enough punch to haul approx 5000 m3. It's peak capacity is a bit lower tho so u might need to drop cargo rig on it (with your main and then trade it to your alt) if you want to move cruiser in it. Plus with approx 2 extra days you can get him mammoth that is the best hauler in game from capacity/training time perspective (if you skip the absolute minimum that is bestower).

A Hoarder with nanofibers will align only ~1 second (11%) faster than a Bestower with nanofibers while a Bestower with expanded cargoholds has 20% more capacity than a Hoarder with expanded cargoholds (assuming the same level of Industrial skill). Rigs don't make a difference to the relative values, as both ships can take the same rigs.
All in all, even when training one Industrial skill to level II, the Amarr Industrial still is the way to go.
