Well my gfx chip sure ain't intel extreme. Heres my system specs for all you mofo nerds:
OS: Windows 98 Language:English(i no speak espanol) manufacturer: ATI BIOS: Award Proccessor: AMD ALTHLONXP 2000+, MMX,3DNow,1.3GHz Memory: 512MB Ram DirectX Version: DirectX 9.0b Oh yea there's another problem besides the map thingy. Whenever I launch the game, it says a I need DirectX9.0b to play, but I can click Yes if I still wanna play. As you can see...I have DirectX9.0b

How can you be so sure? You haven't included any information about graphics card in that set up list. That suggests you haven't bought a card for your machine in which case you will be relying on the onboard graphics in which case it is highly likely to be the Intel graphics chipset.
The error message about needing DX9 may be incorrect and might be appearing because the onboard graphics doesn't support some expected function.
Another possible problem is your operating system. It's over six years old and obsolete (MS do still support it but only just). It was originally intended as a home user operating system and as such was expected to browse the web, right a few documents and play games. Unfortunately the games were never expected to be as complex and resource hungry as Eve. You might want to do yourself a favour and buy a copy of XP. -- (Battle hardened miner)
