How is war dec avoiding not an exploit ?
It's now impossible to lose a pos in high sec thanks to the crazy change to war dec regulations. How is that not an exploit ?
in b4 go to 0.0 or low sec... 0.0 has nothing to offer solo pvpers or small gangs, its great place to be if your in a decent size alliance... thats about it. As for low sec well its been sh** there for years, people now spam gates with a hundred drones in a patchetic way to get cloaky ship kills , low sec used to be great due to a low population but now its very dull.
The alliance called dec shield will cash in on the new regulation and if they dont charge for thier service they prob will eventually and i dont blame them, its ccp who have messed it up.
Eve was once known as a sandbox, now it seems the term sandbox is being slowly stripped from the game.
My problem isnt the fact that high sec is becoming more safe for carebears my problem is that others are being driven out of high sec by ccp who want a larger population in low and null sec by tearing the heart and soul out of the game. high sec wars has been around since eve began and has never been broken, why fix it ? the old regulation didnt stop players leaving a war decced corp if they didnt want a fight.

Stupid puns aside, ccp knows war decs have issues. There are additional exploits, such as people dropping corp, lying in system, then joining corp to spring a trap. Basically, this is an exploit that us often used by the agressor in the war dec. Since there are issues in both sides, ccp seems content to run neither as an exploit, reducing the petition load on the gms. This will remain as such until they can devote time and resources to properly fix the issue.
So you are stuck, deal with it. And if you don't like it... Go find another mmo that allows declaring war on people.
As an alternative, try faction warfare. Still a bit glitches, but it might work. |

Don't understand OP. You claim you want a sandbox but in the same paragraph demand that CCP put in rules to prevent one side from initiating their own maneuvers to out maneuver you. CCP removed rules and therefore the sandbox was made even less restrictive and people used the existing mechanics to their advantage, just like you tired to use them to likely target weak/defenseless players. Don't get mad that the industrialist now have a valid counter to your aggression that isn't just going to NPC corps. Isn't that what you all preach, everything has a counter? I seem to recall soo many post on how supercaps didn't have any counters, why cry about this new counter to the aggression move? |

The op is mearly suggesting that war decs mechanics which that have been in place for years suddenly get raped with this move firmly ending high sec wars on any corp industrial, pvp or other.
Lest we forget that high sec wars have contributed greatly to tears in c+p. Remember the lonetrek salvage and scrap v the orphanage epic threads ?

Let's take a more carebear-ish perspective on it, maybe CCP will hear that better.
Wardecs aren't free. You might argue that they're cheap, but at the alliance level they can be costly. CCP has given corporations the ability to not only shed a wardec, but arbitrarily rob the aggressor of their hard-earned isk. it's not refunded, it's not prorated, their money is simply gone and they have no control over that. For a mercenary alliance, this can amount to billions of lost isk and the absolute destruction of their business model.
CCP has spent the past year propping up those who can't be bothered to learn game mechanics in order to protect themselves, then they let them cost others billions while completely avoiding wars, and now they have apparently removed C1 wormhole access from high sec. It's like they're watching how I play the game and removing anything I might actually consider fun. |

War dec shields are very an example of how War-decs are broken. However, you should just "fix" dec-shields without fixing the other war-dec problems!
The two major poblems with Wardecs: [list] Dec Shields Allow any corp to easily shed a wardec, thereby making high-sec POS's invulnerable.
Wartime Corp Hopping allows aggressing Players to enter a corp moments before they gank a wartarget, and it allows war-decced players to run away instantly.
IMO, war-dec shields need to be eliminated. It's alright to transfer wardecs to an alliance when a corp joins it, but it's not alright for a corp to be rid of the alliance's wardecs when it leaves the alliance.
I think wartime corp hopping should be eliminated too. To do this, when in non-mutually-declared wars, the aggressing corp should NOT have the ability to accept new players into the corp until all wardecs become mutual, or the wardec is withdrawn.
I think trying to leave a corp during wartime should require a 3ish-day AWOL period prior to official desertion. In other words, it takes 3ish days to leave a corp during wartime. This can be enforced by extending the "removing corp roles" cooldown timer to 3ish days during wartimes, and by granted everyone the "drafted" role when the wardec goes active.
There should be a boon to the defending corp that makes a wardec mutual. Nothing like giving them an obtuse advantage over their opponents, but something to encourage them to make the wardec mutual. Perhaps they are given a CONCORD Intel report on the wartargets that provides a list of members, their current locations, and standings towards NPC factions. Perhaps a war-decced corp cannot join an alliance until they make the wardec mutual.

I'm pretty sure wardec dodging exploits are legal so the GM department doesn't have to hurt their brains making judgement calls or understanding a single mechanic related to wardecs.
All that's really left is hoping that CCP actually puts in wardec rules that favor the aggressor. I wouldn't really count on it though. |

There's also the aspect that wardecs always was a tool to hit enemy logistics too, and a means for mercenaries to get job while hitting those opponents.
Another aspect is the tool to avoid GCC in lowsec when hitting a hostile POS (or players obviously), especially if your alliance for various reasons can't/won't go down the pirate path either. I know plenty of situations where regular nullsec alliances have wardecced someone to strike their nullsec POS, and situations where I myself have been dropping sec from +5 to below zero on just one POS alone.
Another prime aspect is what some of you already mentioned, the sandbox. So suddenly parts of EVE is supposed to be safe? And people can lock up moon slots in high, play completely safe, etc? How is that even remotely relevant to what this game is in the first place.. if you want safety, you play the wrong game.
Can't be arsed giving more examples, it's just beyond stupid that higher ups at CCP even consider this. Makes you wonder if they even play this game. Or have played it. Or maybe they did, but don't give a ****. Perhaps the multitude of players they gained in recent years, who want a safe carebear environment, is more important than what EVE is and always has been about.

It has been stated again and again by GM and Devs that this is a bannable exploit and has not changed under the loosening of the corp war deck rules. I'm inclined to agree with 1.5 of your points. I disagree that war decced players shouldn't be allowed to leave corp. I would be fine with a longer wait time if a war is ongoing and the bill is paid. Some wars are over dominance and there are few things more dominant than destroying the player base of another corporation. Some war deccers may be trying to decrease the playerbase of another corporation and this is a reasonable goal in many circumstances.

As I already said, neither is okay. Neutral reps need to be dealt with. Long-term NPC corp residency needs to be discouraged. And dec scraping should be abolished.

I am Dec Shield. I completely agree with the original poster. What we do is obviously an exploit, and we have challenged CCP to change the rules to prevent what we've been abusing. We have contacted the CSM and pushed for change as well. Harvesting rage ingame and on the forums has been a strategic move to raise awareness of how broken the current wardec mechanics are. All of this has been part of a massive group effort by the playebase to evoke positive change in wardec mechanics in Eve.
While the tears of griefers are amusing, we don't want to drive people out of the game. We agree with you on all accounts though. The Inferno expansion coming up is solely designed to completely revamp faction warfare and wardec mechanics. We have it from the word of the chariman of the CSM, The Mittani that CCP are working on changing wardec rules to prevent what Dec Shield does.

If it's not just easy kills and griefing you are looking for and actually just the small gang pvp like the OP says he is looking for. Why not make the argument that war decs be a accept/decline situation. If they decline you dont get charged the price of the dec. Thus making dec shields entirely useless, corps that can not defend themselves have a out, and you know the ones that accept are going to make a effort to fight back. Now you have all the small gang pvp you want and better more competitive pvp without the lost isk from corps using dec shields on you.
I don't think many making the exploit argument are going to like this idea though since its not competitive pvp they are actually looking for in high sec war decs. |

Have players left EVE because of High Sec war decs they couldn't handle? Sure, but EVE maintained a population growth without allowing players to avoid decs like this. So really everything you are using to defend your stance seems to contradict what you are actually defending. Don't you get it yet? The whole war deccing system is flawed. It's not just this lone exploit messing it up. There are other exploits such as people joining a corp in system to spring a trap, neutral reposed, etc.
Ccp has taken the stance that until they give us a new system in a future release (probably then next expansion or the one after), it is far cheaper and less of a hassle on ccp's part to not police this system. So our only choices ate to HTFU and deal with this or move to another game. |

Indeed, the next expansion will probably include a total overhaul of the war dec system. We'll see what that means as time goes on, but judging by CCP's past philosophy it will attempt to include something for everyone. For those who like hisec wars, more ways to fight in hisec (expanded faction war maybe?). For those who currently avoid wars, more incentives to get involved and fight. The "war dec" mechanic as we know it may not even exist, replaced by some other game system for CONCORD-sanctioned conflict. |

Good point. For that matter, why should a war dec be required at all to attack a hisec POS? It's already protected from capitals by the ban on cyno in 0.5+. Everyone would have to death star up just to avoid roaming griefer gangs. Further more, are you prepared for the price increase in all t2 mods becayse people feel they can't ruak a pos? Maybe if ccp increased the number of copying, invention, and manufacturing slots in hi sec, this would work, but for now, this is just a horrible idea from some one who's probably never spent a day being an indy toon nor realizes that a player run economy needs poses to produce materials. |

Allot of people will say they should join a bigger corp/htfu etc.But this is not the case with some wars.And since there is no "rule" as to how these wars should take place or what actions should designate a right to dec,people will use any "mechanic" or "feature" to win.This goes both ways.There needs to be a reason for conflict.Or some type of aggression needed to be had between both corps for a dec to be possible.

I've run medium and small POSs in low sec before and never had one put into reinforced mode. Killing a POS is boring as hell, and hardly worth the trouble for a small tower on a crap moon that has only a couple of modules to loot. It's the last thing a gang of bored PvPer's would want to do, unless maybe they were hoping for a good fight when it runs out of strontium. Not likely, since by then most indy corps/alliances will be waiting with a huge blob of their high sec friends to defend it.

On the contrary. I've been an industrial character for years and have run POSs of all sizes in high sec, low sec and null. The comment was not motivated by a desire to blow up other people's POSs, but rather to see risk/reward in high sec properly balanced. The current war dec system puts everyone who joins a player corporation at equal risk, regardless of their character's age, yet a high SP character can earn far greater rewards. It would be more fair if combat risk were attached to the most lucrative activities in high sec, like T2 production, L4 missions and incursions.
As for T2 prices, let them rise. That's more ISK for those of us who make T2 and are willing to take some risks in the process.

At what point in time did you decide putting more risk and high security in the same sentence did not contradict yourself? There are low sec versions of all of these things that take place where people are rewarded for their risk in doing them. Different risk, not more risk. I suggest PvP risk in L4's, incursions, etc. instead of war decs, not in addition to them. High sec then becomes much safer for new or very casual players, and riskier for all those ISK grinding alts in NPC corporations.

The vast majority of these decs are for grief and the vast majority of the corps who issue them do so in the belief that they're going after carebears. They don't expect any opposition, they expect easy ganks and a nice payoff to lift the dec. That kind of mentality deserves 'war-dec shields'.

The truth, like others have pointed out, is that you want Eve to be a sandbox that operates by your rules, and any rules that do not coincide with your narrow vision must either be A) exploits or B) More effort by CCP to satisfy 'carebears.'
Here is the truth about the sandbox:
Eve is a harsh world, but it is also a harsh world comprised of PvE, PvP, and many other forms of playstyle. In a true sandbox, all are valid forms of enjoyment, and all carry their own versions of risk and reward.
CCP went as far to consturct different areas of space that cater to these types of playstyles, and were easy enough to navigate that one could jump between them freely should he choose. The true sandbox is that all styles are as valid as the other, and all can benefit from the use of the rules in the system to protect and support their playstyles and assets. Some will do so through industry, some will do so through pvp, and some, yes OP, will do so through the aspect of game play that insults you so.
This isn't YOUR sandbox, this is OUR sandbox, and frankly, I find it amusing that 'carebears' have outwitted the foxes with this mechanic so much that now the foxes are whining. Where once they thought they could accumulate carebear tears, the only ones they're harvesting are their own.
Are the mechanics in need of adjusting? Yes, I believe so, but I also find humor in the fact that you fly by not fighting fair, and now you're angry because your targets figured out they don't have to fight fair either.
As I'm sure you've said many times before to some carebear you blasted into obnlivion when the tears fell like rain, let me now reiterate to you...

However, lowsec has been very entertaining every since I joined Faction Warfare. I've been getting a good amount of solo and small gang action there, sometimes with total strangers. I'm really enjoying it. Plus, nothing says you can't take other "targets of opportunity" if they're available. : >
If you're having trouble getting that kind of action in other places, it's at least worth giving FW a try for a few weeks. CCP Sreegs is my favorite developer. |

I consider those "pirates" in highsec as exploiters. Ban them. No hisec pirates, no problem on war decs. Its that easy. Nobody would miss them. And lowsec isnt dangerous as long as u dont make mistakes. If i loose a ship, i do. If to a pirate or to an NPC, is not important, besides that the pirate who got me, must have been good. The last 30 trials to engage me ended in my classic message over local.

I must agree on the part where CCP needs to go in and see about "dec-shield" but then again, how many of these so called "griefers" aint there in highsec? You can't even fart for one day and you have 30 corps all over you which says: DIE CAREBEAR! So no wonder the bears have found this way and considering there are more mechanics in favor of the agressor its only fair the miners can do one thing against them.
I pity the folks who goes highsec with a mentality of ganking bears then brag about their kb when in fact it equals to no pvp at all to shoot a defenless miner nor a mission runner who might already be busy with a mission. Not to mention the ***** tactics of using neut RR, leaving corp and re-joining when player least expect it etc etc?

We lives in empire and we do alot of war decs there. But even then, we see some very few times that corps'es are leaving the alliances we war dec or corps'es are leaving the corp for another corp we have war dec'ed. So it's not really an issue for us.
Because those we war dec are corps'es / alliances we know who will fight back. We don't go after mining corps'es as long it's not from a contractor that want's us to kill miners.
But then, we are not the grifers then in that case. |

What most ppl here forget is that ppl who avoid wardecs by alliance hopping, would do so by disbanding corp and making a new one...
they dont care about corp history or alliance history, in fact they arent even actual players, they are someones alt. so please get over it, theres no possible way to make war against someone who doesnt want to.
now, that said. there are bugs that should be fixed. for example, ppl joining an alliance should take their wars with them when they leave.
but fixes like this will NEVER allow you or anyone else to declare a war on another corp and have it stick. they will disband corp and thats it.
the only fix ccp could introduce is to "lock" a corp when a war is declared so ppl on that corp have to fight it.... but quite frankly that is ******** and a horrible game design, ppl that dont want to bothered have and will allways be protected by ccp, because they should. inferno wont change that. |

Alternately, the Wardec could stick to everyone in the corp at the time the dec is purchased for a week. That way you have to fight for the initial dec, but if you're in another corp when it's up for renewal your status expires. |

You seem to misunderstand the reason to wardec. Hint: it's not about getting fights (and never was). People who want fights live in low-, wh-, null. You wardec for isk. Mercenary (disrupt logistic, denial of services, destroy POS), or to make isk in other fashion (fight targets who struggle to fight back, for example).
The difference now from early days is that industrialists back then, hired PvPers, had PvP wings, and/or actually fought back themselves. Ganking. Oh right...but no one wants to do that, since they are so risk adverse and don't want to have concord blow up their ship nor be locked out of the convience of highsec.
As for someone else forcing a fight on some, you cannot force them to fight back. They have to have the option to leave a corp at anytime if they have no interest, this is a sandbox and you cannot have your way without someone having theirs...which is why ganking is still possible. CCP is only going to change so guys can't leave corp when he is station camped then join as soon as he is several jumps away, guys jumping on war targets that didn't know the guy was about to be invited..stuff like that. If someone doesn't want to fight, they have to have the option to leave and a cooling off period before the dec expires while its still active and they can go on their way (otherwise, you will just drive people away from the game, cause isk is a joke and 25 mill is still chump change to permalock someone else in just so you can giggle at their unenjoyment of the game). If CCP does infact enforce it so you can't leave...you will see the numbers drop and I can't fathom why anyone would pay to play a game where you can't do anything much when someone else is ruining their enjoyment. |

1. Isn't EVE a game where you can do whatever you want? Trade, mine, build, explore, shoot NPCs, PvP, etc?
If CCP wants a dedicated PvP only, they should remove everything from game, leaving 10 systems, a couple of ships, a bunch of modules and that is all... aka make it Dark Orbit or another bigpoint money grab game where 24h/day you camp a gate and shoot the hell out of everything.
2. Not, it seems to me that most of the people complaining here are looking for easy targets that don't shoot back only to raise their kill numbers and get some killmails. |

EVE has a dedicated, Free-For-All, PvP Only server. It is called "Singularity" - better known as "SiSi"
If that is what people want, that is where they go.....
PS: technically, there are rumours that you can do things other than PvP on SiSi....but doing so in any sort of extended capacity - rather than for a quick test of a mechanic perhaps - would perhaps be the most pathetic thing I have ever heard of....
PPS: Despite being incredibly pathetic - the test server DOES also provide the EVE version of "Hello Kitty Online" that so many hardcore carebears seem to desire....Maybe they SHOULD go PvE over there, where they will never encounter another living being in their precious high sec systems....
