Dreads in siege mode can't hit a battleship moving faster than a snail shot up with novocaine, but yeah he would get added tank bonuses in siege mode so he'd be that much harder to kill. I'm sure if the Goons wanted it bad enough they could field a large enough fleet to destroy the Veldnaught. The only issue would be the crashing of whatever node Amarr is on.

Not sure how no siege mode or losses from Chribba kills would affect your overall estimate of required ships to do the task, but I'm sure it's still more than it will ever be worth.
