Can I salvage t2 ship's wrecks with Salvaging level 1? Or do I need to train it to a better level?

I think you'll need III.
Bear in mind it takes forever though, due to many failures. But it *can* be done.

heard a while back that salvage 5 was bugged. Was it and did they fix that yet?

I have personally salvaged T2 wrecks with only III in salvage.
I do not know if it can be done with II but I suspect not.

Salvaging Level 3 is minimum skill level to loot T2 wrecks, but be prepared to be there a LONG time if you just have 1 salvager.
Took me three mins in a destroyer with 8 salvagers to get an "Unfortunately, there's nothing to be Salvaged" message.

Where do you find T2 wrecks? Can they be found in level 4 missions or do you just need to go to low sec space and zoom around asteroid belts?

You can find T2 wrecks by blowing up someone who was flying a T2 ship.

I guess elite NPC ships are technically T2, those require level 3 to salvage.
I've heard rumors that some T2 player ships require level 4, but can't confirm that myself.

all faction spawns are classified as t2

Where do you find these elite ships? I constantly do level 4s but have never found one where I can get the T2 salvage materials for my T2 rigs...

Don't forget L3 mining missions. For some reason those have T2 drones (with T2 salvage out of them)

Actually, you don't need Salvaging III to be able to salvage T2 wrecks. However, you DO need to have your Salvaging Rate at 15%, as T2 wrecks impose a -10% penalty to your Salvaging Rate. Each level of the Salvaging skill adds 5% to the Salvaging Rate (and Salvaging III makes 15% base Salvaging Rate) but Salvage Tackles (and some implants I think) can raise your Salvage Rate.
A character with Salvaging I and flying a ship with 3 Salvage Tackle Is would have a Salvaging Rate of 35%, which is more than enough to salvage any wreck in EvE. So to the OP, the answer is yes.

I've been unable to salvage faction (shadow/true/dark/dread) spawns with only Salvaging 3, FWIW.
