I have not seen a post about this so here it is, if it has been posted already, sorry. 
Damage Control Mods state they give a bonus to ALL systems. What exactly ALL systems mean I am not sure, but I am sure it isn't working as it states at the moment. If you fit a Damage Control Mod to your ship, the only system that gets affect is the Structure. I tested this with different damage control mods. I also left the station with one fitted to see if that would show the effect, it still only showed a bonus to Structure.
Side note, I am unable to find what ALL systems mean. Can anyone enlighten me? Is it really supposed to give you a bonus to all systems? As in armor, structure, shield, powergrid, capacitor? I guess recharge rate and capacitor recharge rate are systems too, are they supposed to get a bonus? Come to think of it, scan resolution is a system too 
Anyway, it only appears to be affecting structure at the moment, hopefully that isnt how it is supposed to be.

No, it's one of these modules that isn't good for anything, it even refines into crap.

Only other "systems" I can think of being able to take damage on a ship is the modules. And a 5% bonus to 10 or 20 hp modules won't do you much good.
I want a lootgun that takes all those basic modules and hurls them at your enemy.
I don't care much about the fitting/dmg, I just want to see "Basic Damage Control I strikes you perfectly doing xx.x dmg"

All systems means your ship + modules. This item was/is useless, actually I think it will stay useless, or they take it out of game.

Nothing wrong with basic modules. Some of the top-level meta modules made from basics are almost as good as te full version. The top metas of the basic power diagnostic and cap rechargers are 90% of what a tech 1 verion is, at LESS than half the powergrid and cpu requirements. Dont knock basics.

The Damage control mods will only be of use when they reactivate module damage during combat code.
They said they were considering turning this on. It ain't over till the fat lady falls on ya!

At one point in time I seem to recall the item's description suggesting that it prevented critical hits. Now that might have made it worth a low slot. Otherwise, as noted, useless ever to recycle.

I certainly hope you're trying to be amusing, and if you're not, you didn't seriously think that a Damage CONTROL module would give you bonuses to your armour, capacitor level, recharge rate and so-on, did you?
Here's part of the text from a damage control module:
Quote: Utilizes a combination of containment field emitters and redundancy systems to prevent critical system damage. Grants a bonus to the hp of all systems
In other words, increases the hitpoints of all systems fitted into your ship. That is, your structure, and your modules. But since module damage has been taken away, it doesn't do much.
