Maybe you should read some of the many "how to get people into low-sec" threads -- threads generally made by some poor low-sec whiner who does exactly that: they complain that not enough empire carebears go into low-sec, and suggest various silly rewards to "lure" them there.
Don't kid youself: it's equal whining on both sides.

While that may be true, they still tend to be framed (by the OP, that is) as attempts to broaden the horizons of the high-sec players.

...which is also why any attempt at making low-sec missions and rewards higher (to get the PvE:ers to move out there) is silly and completely unneccesary. If the predators want more prey, they can easily move to where they prey is.

Apparently not, but I'll explain it to you (again): the pirates might not whine about it, but other low-sec inhabitants most certainly do.
Read the various threads a bit more carefully, and you'll find that the gankbears are just as eager to "fix" low-sec (using the same flawed ideas) as the carebears.

No-one, apparently (and luckily)... 
I'm just harping on about it because I feel it's worth-while not to generalise the complaints from two rather disparate groups. The effect of both the carebear and the gankbear whines seems be the same – more people in low-sec – but the ways of getting there differs, and I'm not entirely sure either of the ways would do the game any good...
Same as you, really, but with a more meta-game-political slant to it
