You get a sec status increase every 10(iirc) minutes ratting. However there's a separate timer for every individual system.
If you go from system to system killing a single battleship rat and ignoring the rest and just beelining towards the next system you can raise you security status extremely quickly. This plus all the relatively unused 0.0 space Goonies own would make it rather easy for them to fix sec status.

I'm working on learning Chinese now, but I don't like care-bears so I won't be helping them anytime soon. Well if they paid well I would.
