You get them either as a reward for agent missions or by using an R&D (research and development) agent.
PS: don't be impatient on the forums, 40 minutes unanswered does not mean no one is going to answer it.
I roleplay... there is this computer game called "Earth - The First Genesis" where i play a character in the early 21st century. |

Both the above answers are pretty vague.
Tech 1 Blueprints:
Almost all can be bought on market from various NPC corps. Some NPC agents will give Tech 1 blueprints as bonus rewards in the course of regular missions, but dont expect anything amazing.
Tech 2 Blueprints:
Currently only available through research agents via a lottery system where you build up research points over time. (Check the missions forum as there are multiple threads about this.
You can also buy licensed copies of any BP from other players who own the blueprint original.

hmmm i just started research, all i could do is improve eff. of a bp tho.. how do i go about getting research agents?

Research agents are the means by which you can potentially earn a Tech 2 blueprint from research the agent will undertake on your behalf.
Only NPC corps with R&D agent departments will have research agents.
To use a research agent, you must meet the standing requirements they state on their Agent Show Info.
Its a slightly different type of Agent mission.
