I know that changes on sisi are not set in stone, however, it would seem that having patch notes for sisi would be invaluable for the player base. This would benefit CCP as well, since us players would know what is being changed or fixed, so that we can test these changes before they are made live.

Because they probably change stuff every few days and writing that up is annoying to do.
All major gameplay issues are clearly stated in dev blogs months before they are released to live.

It's preprod. Having to 'publish' exactly what they're tweaking today would be a nuisance. -- Crane needs more grid 249km locking? |

From what I've seen, the known issues page is a bit, outdated. I don't think it would do much for having someone to sit down and do a full patch notes like we would see on trinity, however, on the sisi client, the "Patch Notes" button should link to a eve-online.com/sisi/patchnotes.asp page, which would basically just be a bulletin list of what changes are made, nothing too fancy, so it doesn't increase the workload of the developers too much.

Well, how come they do it very well at Blizzard (sorry ) for WoW ?

There is a much bigger gap with WoW patches hitting their test servers, thus, more time for patch notes to be written. Of course, once you've written the bulk for a patch, any following patch for that patch can be written quickly.
And they have more staff, as already said. -----
