The aforementioned friends have already loaned me enough to start 1 extra alt, but again character flipping takes a long time, and therefore is extremely slow without enough capital.

I mentioned this earlier but I'll really spell it out for you. If what you've previously said is true, you have enough capital to continue on your own. I know this because you're only asking for 2b but you suggest that a profit margin of 200% is possible. In your own words, "Net profit from every billion dollars invested: Approximately 2 billion". Since you say you've already done this a few times, you should have more than a few billion. If another two billion invested isn't going to even double your production, why bother with the rigmarole of gaining public isk?
Additionally, since 2B is such a small amount of money and public resistance is strong on this issue, why haven't you opted for private investors? You just said that your friends have loaned you enough to start one more alt, why not get some other private investors that trust you?

Nyphur did you read a single word I wrote in the OP or did you just skip to the replies and join the bandwagon? The 2b is only a small part of my plan. It's an INITIAL public offering, which will be followed by a much more profitable offering once i'm better known on the boards.

Well, i've asked my previous investors to come here and give me a character reference, so hopefully one or two of them will do so.
As a second measure of confidence, I will give any investor who wishes it, my cell phone # so that you can contact me before investing, and at any point during the 6 month period.

I think you have things backward, you're new thus you should be marking a fairly secure and relatively high yield offering. Once you become well known and trusted you can start making low yield or security-less offers.

mm this may not mean much since i don't post here often, however I've known of gilca/neghsmke and would be willing to vouch for his legitimacy.
On that note, I would like to offer him a piece of advise, that instead of buying 180 day GTC's you buy 30 day GTCs (or 50s at a good price) and at the end of each 30 days you train a lvl 5 skill in order to maximize SP trained per isk spent on game time. If you train the characters correctly, you should only have to buy 4 30 days GTC's (150 mi a pop) for each character. If you sign up for a 21 day steam trial to to do the above goal and train a lvl 5 skill at the end of 21 days you might be able to achieve 3 30 days.
doing the above assuming 150 mil per 30 day card will save you anwhere between 100-250 mil.

With no security, given that you are not known to me personally, I could not justify investing my isk in this venture.
I'll decide how much I'll invest once the amount and nature of the security is confirmed.

I don't necessarily have any trust issues with gilca but I also don't necessarily not have any trust issues with gilca. More importantly, I simply don't think this plan will work because of my knowledge of the character flipping market. It has already been talked about so there's no need for me to go into detail. Obviously if you are willing to secure this, then there's no need to even offer it in this way. Just get a loan from ebank unless you are doing this for the "fun" factor.

I am struggling to understand why you are still chasing funding for this IPO so hard.
Many established players with knowledge of this market have done a pretty good job of showing the flaws in the business plan, coupled with your level of reputation it will be difficult to get funding.
If you intend to make this a secure bond, why don't you just get a loan from 1 of the banks. You will not have to make any reports, give updates or explanations on the current market, be questioned by this forum.
You just pay of the loan and everyone is happy.
You are not going to meet your investment goals by your deadline!
