You can also check with LadyofWrath's One Stop Research. You make a small research corp and join their alliance. You pay an installation fee and time fee just like an NPC station. Side note: ME and PE.

Orca also doesn't have any turret hardpoints. Only high powered slots. Somethign else to consider if you are looking to put more than 2 gang modules and a tractor beam on it.

I think you are making it more complicated than it is. 1) Charge what the market can bear. 2) Calculate the fees and taxes into the cost. Then calculcate the profit margins. I use 2% to make sure I catch most/all fees and save a lot of paper work...
