Edited by: Jojo Rumbles on 12/04/2008 00:44:35 So ocassionally I come across other players who's overview listing is in orange. Sometimes it's both orange and has a tiny skull too. What do these mean?
I tried asking in the Help channel and received tons of contradicting comments. One guy suggested that I "Lock and load, target, and kick his ass". I was in high sec and without really understanding what it meant, I didn't bother the orange skull guy.

The orange means their 'security status' is below 0. The skull means the player has an isk bounty on him. You kill his pod, you collect the bounty reward.

Ok, so if I'm in empire space and I see a player with a skull on him, does that give me rights to just open fire on him whenever I want?
Does killing his pod give an isk bounty the same way rats do? And do I really have to pod him to collect?

No, not in empire space.
Yes, just like a bounty. Except that it won't be that easy...

Not really, no. The bounty system (personal desires to see a target killed) and the security status system (a measure of how much the power-that-be want a player killed) are essentially separate. The Knowledgebase has a good article on this.

If it's not flashing red, it's not a target. If it IS flashing red that will probably mean that they're in a PVP ship, know how to handle themselves and want you to attack them. So essentially, till you really know what you're doing, it's STILL not a target.

If I see player in a shuttle or frigate with a multi million ISK bounty and I sucessfully suicide gank it in high sec it would I still get the bounty?

You'd have to kill his pod to claim the bounty. So you'll need backup to take out the pod after you've taken out the ship; you won't be able to take both the ship and the pod; unless you're using smartbombs and get lucky.

A LOW security standing in and by itself does not make someone a valid target in empire. It is just a warning that that person has in the past attacked ships unrpovoked.
A bounty just poses a reward for podkilling and does nothing towards enabling you to collect that bounty. If it could, it would effectively allow people to bypass CONCORD protection trough a much simpler means than declaring war, which is not the intention of high sec. Both fields purely tell you that you are dealing with a player who in the past has done things to tick other people off. But the golden rule of empire PvP still applies:
Only when a player is flashing red (under the default overview settings) can he be attacked without invoking the wrath of CONCORD, a global agression flag and/or a loss in security rating.

Open up overview settings (white triangle on top of overview) and it will tell you there what all the little icons and background colors mean. You can even change them from default.
