Ok... But it's already -2.0 no 1.0, -2.5 no 0.9 etc etc...
Why should that change tbh? Considering a lot of anti-pies end up with a bit of a lower sec status when engaging positive sec pirates. Say you mate is flashy red or global flagged for some reason, and gets engaged by a gang and you warp in to save him, you get a sec penalty for attacking his attackers when they have a sec status above -5.0, even if they are pirating your friend.
Kinda makes no sense to change that, if you're an anti-pie actively engaging pirates with a sec status anywhere between -2.0 to -4.9 the sec penalty should be changed I believe. Since at the point of -2.0 they are an outlaw in 1.0, even if not in all areas of space, but still an outlaw after a fashion. That'd be my only idea for a change in respect to how sec status and pirating/anti-pirating is concerned. The bounty system is really the main issue... ------------

Grab 5 or 6 people. Put them into completely random corps. Find System with moderate to low population but high pirate activity. Position bait drake in belt. Scramble pirates and decloak other 5-6 ships. Profit.
Recons highly recommended. Falcon keeps your bait alive, rapier prevents them from MWDing off.
You can also just have a few battleship sit off scan(deep safe), warp in when needed.
keep the drake cheaply fit and insured, so even if you get blobbed by 7-8 pirates, not much of a loss.

What I am saying is make it so instead of Concord killing your ship, other players and bounty hunters etc... do it for you, that way there is more of a point to putting a bounty on someone. I also included that bounties could lower sec status depending on how much you paid, that would make it so everyone with a bounty could be attacked in high sec. Makes it so people have initiative to place bounties.

None of those things suggested actually help you kill outlaws. They only make it much, much, much harder to be a pirate (and its already pretty difficult as it is).
As for what would actually help anti-pies or bounty hunters do their job, beats me. I'd be all in favor of helping give them an incentive to come kill me, because I like the pew pew. How you can do it without making it ridiculously hard to be a pirate is up for debate.

The higher the bounty the more people who can get a contract with concord to come hunt you. This way you can shoot them anywhere. And the person with the bounty does not get a wardec back. So they have no idea who is hunting them. This is a 'personal wardec' so hiding in newbie corp won't help.
you as the hunter get to fly around and see that lil red star whilst the criminal hanging on the gate thinks you're just another BS flying through high/lowsec.

Some sort of contract sounds good.It could have time limitations,bonuses(Based on Isk/damage caused to the pirate,time bonus etc.)1 contract per bounty hunter.The higher the bounty the more it costs to place.Over X amount you can have more than 1 contract out on you.(No blobs ffs)
Maybe get them from special 'Bounty agents' that you need sec status/standings to use(Both in making the contract and accepting it)The more Bounty missions/contracts you complete gives you better standings and access to higher quality agents with contracts for criminals with bigger bountys.Fail the contract standings drop.
They could even have an LP store like the pirate NPCs.(fail the contract no lps)
CCP could even introduce a few social skills(No of contracts you can have open,% rise per lvl added to bounty etc)
Atm it's not really a 'profession'.If CCP make it one I would like it to take work ingame by the player to become a bounty hunter.I don't want any newb in a frig blobbing up with 10 of his mates trying to take 300 million isk bountys and failing over and over or people who tbh are not up to the job.If you fail enough times you are out. brain fart over
