Don't know if it is possible but since CONCORD is computer controlled it should be able to make a distinction.
So:
If you shoot down your target, you will be shot
If you shoot down something you have NOT targeted you will be instadocked in the closest station and held there for 1 hour ... i.e. arrested. Or from RP point. You will be warp scrambled and towed to your prison by Concord .. so everybody can see it ))

Why not use flags, next to sec rating hits?
For example.
You hit someone in sec space but you do not kill him. You are marked a criminal level 1 (Warning) for 2 hours. Nobdy will shoot you, not even concord but you cannot afford to do anything wrong during that time. Should you do it again you will be flagged criminal level 1 (Wanted)
You target another ship (in sec space). Any and all ships ganged with the target are allowed to shoot at you. This will be retracted only 10 min after you disengage the lock.
You shoot down a ship that you targeted. You are marked a criminal level 2 (Wanted) for 12 hours. Anyone in the immediate area (say 100 km) is allowed to shoot at you for 10 min. Gang members are allowed to hunt you down for 1 hour. After that nobody can shoot you but any and all concord ships will shoot to kill. I.e. Concord will not spawn on you and sentries will not fire.
You shoot down another ship you targeted with wanted level still active. Now you will be marked criminal level 3 (Wanted dead or alive) for 24 hours. Anyone can open fire at you as will all concord ships. Still no response from sentry .. they only respond to sec level.
This way Concord protection can be lowered a bit while allowing escorts to do their work. Still making sure that continued ganking is not possible.
If the community is getting used to this and starts policing areas itself then the gate guns can be set to only destroy peeps with very low sec rating entering the system.
With all this working sec rating hits may even be lowered a bit because retaliation for criminal acts can be immediate.

I think targeting in secure space should be considered a hostile act so an escort can prevent their indy being ganked.

You can kill a person on the streets of the USA.
Kill one and 1 or 2 investigators will try to find you
Kill a few and an investigation TEAM will be formed to find you
Kill a few more and the entire country will be looking for you.
If we could get a mechanism like that into eve it would be great.
Check out my idea and add or change where needed.
We could think of Concord sending in more patrolling ships if a few ppl have been "murdered" in a certain system. Leaving again after the system has been "safe" for a certain period of time.
This would allow priates to play a cat and mouse game with the Police and the community but it will prevent mass-gankings.
I think that would be fun to everyone. The mechanism i described will also have ppl form groups with ppl around them to deter pirates from attacking them. his way making friends as they go.
Would be good for the multiplayer aspect of the game. Grouping actually giving you an advantage in "safe" space.

Exactly my point too
hat's why we need CONCORD patrols more than we need gate guns.
So in high sec areas (0.9-1.0) strong permanent patrols near the points of interest, and roving patrols in the belts.
Getting lower in sec (0.7-0.8). Lesser permanent patrols and some more roving patrols. I.e. 6 POI - 2 perm and 2 roving patrols and only one roving patrol for the belts.
Getting even lower (0.5-0.6). A few roving patrols around the POI and no patrols in the belts.
Lower (0.1-0.4) Patrols will only be send there when the need arises ... i.e. a certain number of ppl have been killed in the area. Or when ppl are blockading a gate. Patrols stay there for a bit making the system a bit safer and then leave again.
We can build on that and make Concord response to crime a lot more realistic than the instaganking they do now.

Ok so the targeting being hostile portion is troublesome and should go.
Still leaves a lot to think about.
