I have a Caldari character with a -5 Galante rep. What is the best way to improve my Galante rep?

Train Diplomacy if you haven't already. If this brings your Gallente Federation standing to -1.0 or better, find a L1 Q -20 agent and start work. Otherwise you'll have to go the indirect route by working for another faction which Gallente likes.

get a corpmate with good standings and a highlvl
agent for galente corp.
Fly missions with him as fleet until your standings
went up with that corp so you can use the agent you normaly fly for.// lvl 2 / 3 etc
then grind the fastest missions for *storyline missions*
dont fail em

If you do not have the diplomacy skill, level 5 in diplomacy will take a -5 faction standing to -2. That's the most direct way to get a negative faction standing higher.
A faction standing below -2 will lock out all agents of that faction for any missions; and sharing npc corp standing gains will do nothing to fix the real problem because the faction standing won't let you access those agents anyway (now if you need 6.67 corp standing for tax free refining, then yes, that you can get by sharing in gangs).
The next way to repair the gallente standing would be to do sisters of eve missions or minmatar missions, and get increases in gallente standing every storyline mission you do for the sisters or minmatar. (the sisters scan probe launcher is one of the nicer LP store items, by the way).
A combination of derived faction standing gains (lots of missions to get storylines from the friends of gallente) and the diplomacy skill can work. I used the syndicate minor faction plus diplomacy 5 to repair my thukker standing enough to get to thukker agents.

Training diplomacy to 4 ATM and will take that to 5. Also, I have found a fairly close by Sisters of Eve agent.

An option if even diplomacy won't get you to -2 (it wouldn't for me.....) is to go work for Sisters of Eve. There are 2 level 1 and 2 level 2 agents in Airaken, and a level 4 2 jumps away in Osmon.... both locations in safe Caldari space.
Working for Sisters is a good way to get derived bonus to Gal standings and is also a good way to build LP to trade for Sisters (Scan/Recon) Probe Launcher both of which sell well as they are 25% faster than t1 probe launchers

As an alternative, you could (as it was suggested) join a corp with decent Gallente standings. Our corporation happens to have a decent standing with every race except Amarrians (gol dern slavers). We also train in all aspects of Eve as well, so if you're looking for a career change, definitely look us up.

As noted before, first step is to train Diplomacy to level 5. Next, if you still have an effective standing of -2.0 or less, you will need to run missions for an allied faction.
Minmatar is the most effective allied faction, providing a Gallente standings increase of 80% of the Minmatar standings increase that you gain. SoE is second best: giving 48% of the SoE increase. Your final option is ORE which will provide a 12% increase.
Once you have a standing better than -2.0 you can work for Gallente agents directly.
