My account is currently active due to a time card but I want to cancel it. There seems to be NO option on the subscription or account page anywhere to cancel it.

You don't need to cancel, just let it run and it will be disabled when you don't pay the bill.
This is the only way to "cancel" an account.

When my Corp Mate Renkaren did it he had to click on "Cancel Subscription" he said and right now it would allow him to uncancel if he wanted. Is it because I used a GTC that I do not have to do this?

Aye, when using GTCs you can't cancel your account - only let it run out of time.

Note that even when you cancel a subscription, your gametime remaining continues to run out. All that cancelling does is prevent your subscription from being renewed once it expires. In my knowledge no online game exists where you can suspend your playing days and resume them at a later time. Such a model would apparently not bring enough revenue with it to be attractive to the publisher (after all, these games are at the end of the day commercial efforts aimed at making money by entertaining you). Since a GTC subscription never automatically renews, a cancel button would be pointless.

^^ Exactly.
Just don't renew it and it wont renew.
Set a long skill training though, just in case you come back. Training continues even when you're not active :-)

Maybe he's not leaving but taking a long break. That would explain him wanting to freeze his outstanding days. And in that case he'll need his stuff when he returns

Essentially, you don't need to cancel your subscription because you don't have one. That option is to stop recurring payments, but using a GTC means that CCP don't have anything to take recurring payments from. |

If you do decide to take a long break .. might as well set a long skill training, in case you come back and decide to use it, the GTC time will have done something for you.
If you are trying to erase your details from the CCP records, you would need to email/petition them for that.
