Your issue is you don't like having worry about being attacked when you don't have to.
Your argument holds no water. Turn that statement around and point it right back at yourself. You like going into the heart of enemy held territory and not having to worry about being attacked when you don't want to. That's what a cloak gives you. I don't believe it is your place to come to my home and tell me I can't mine in peace, or fuel a pos, or any of the other logistics tasks without a babysitter watching my back. Tasks that need to be done to keep an alliance running.
If you cross into MY space, you should expect an ass kicking. That's the point of forming an alliance in the first place. Secure some space for the use of like minded people. With a cloak, you get to wander freely through my living room for as long as you please, with no counter.

The mechanic of not knowing if someone is going to attack is a vital part of recons and other cloaked ship. Recons are light ships and the element of surprise is essential. If obtaining that element of surprise requires that they be logged in and not active for several hours so be it, it is all part of the game. It is not broken, it is not unfair.
Pretty sure the reason recons are called recons is because they are supposed to gather intel in a stealthy manner. AKA reconnaissance. If all offensive capability was removed from recons, then I'd happily ignore your red portrait in local all day long. The problem, as you well know, is that you are safe untill you engage. We both know you won't engage anything that has a remote chance of killing you. All gain for you, zero risk.

Let me be honest for a moment. If you suffer from this kind of anxiety from a game I would encourage to not play it. If you have a girlfriend or wife you may want to check up on her as she may be with another man right now. Just some food for thought.
I throw this last quote in for ****s and giggles. If my wife was with another man, I'd know about (local chat). I'd then go kick his ass (there's no invincible cloak in real life) and kick my wife out of the house (corp).
