I picked up a pirate log book from a wreck. I tried to sell it at a station but that option wasn't there. Can I do anything with it or is it just a bit of scenery? It did say something about some sort of fleet action in a system that I haven't been to yet.

My understanding is that at one time there was some value to the information in the log but that this has ceased to be.
What you can do with them now is to reprocess them into a few valuable minerals much as you might some of the other loot you pick up that doesn't seem to be worth selling.

I have quite a few of them. They seem almost to tell a story but a couple of chapters seem to be missing. |

They usually link you to an anomaly style bookmark of rats in 0.0, not sure what they do now, this was 4 years ago.

I reprocessed it but just got a few minerals that didn't get much - oh well.
I did pick up a Guristas copper tag just now and price in station is 45k best in region is 92k - do I just need to keep an eye on prices when docking or is there a way to find who / where will buy at top price? I don't mind flying around a bit as I'm sorta exploring a bit looking for good ratting sectors that aren't going to be too much for my Kestrel.

Ship logs should tell explorers which constellation the high level complexes are in.
As people leaving in those constellations (mostly big alliances) already know this, I guess there's no more interest in that. Also, people made maps and wrote down the constellations where the old fixed complexes were, thus telling them where to try to probe down.

You are mixing up the old and the new system. In the old system the complexes where static, they sat at one position and never moved. Back then some of the logs pointed to these systems (other logs pointed to special npc spawn points but those spawn points where removed even before the complexes where added).
Then they made the logs obsolete by showing all these complexes on the map. But the logs (those that pointed at complexes and not spawn points) where still accurate at least.
Then they changed all the complexes to become dynamic, spawning in random places that had to be scanned down. This made the logs completely worthless.
They where considering making complexes more likely to spawn in areas that used to have a complex and if they had the logs might have still had some use. Actually, they were kinda fun back in the day. Back then scanning for someone was a lot tougher than it is now, and there just weren't the numbers of people in the game, nor pirates at the gates. So a new guy, like I was - in a frigate - could head out there and have a little fun and a little challenge (the scope of some of them, for frigate users, was kind of like Worlds Collide is for lvl 4 missions).
In a lot of ways it's too bad what the game has become - too predictable, too mapped, and too busy. I would advise for you to maybe not toss them out, but to save them as relics of the game instead. Heck, I think I still have a mine BPO ("landmines" one could put out in space for enemy ships to hit).

So, they spawn totally anywhere in the region?
I knew if was no more fixed by system and I thought (must have read it somewhere) that it was designed to be in the same constellation, but if this failed... Yes, logs are useless. -- Pocket drone carriers (tm) enthousiast !

It is sad to see that the logs are worthless now, but perhaps that could be changed. Seems to me like it would be easy enough: When you receive a pirate log, the coordinates could be added to your ship's navigation system as an expedition. Just right click on the log -> "Add as Expedition"
The difficulty of the expedition could be related to the security of the system - either the destination system, or the system in which the log was found. Or, a complex-style rating could be added. Either way, there should be some indication as to the difficulty of the expedition, so that newer players have the chance to stay away, and older players don't waste their time.
Ideally, the expedition would always be in the same region or constellation, or at least not 50 jumps out. (o; Seems silly to get a log saying, "my ship is falling apart, need to get repairs!" when his repair station is on the other side of the galaxy... Just sayin'.
