Every leader wants his corp/alliance to be powerful. The recent explosion in member count isn't just a result of recruit new corps (I believe we've let in 3 in the last month, could be wrong) but corps inside insurgency having a rapid bit of growth as well. When BS.I joined about 7 weeks ago, I had 40 odd members, now it's hovering above 90.
(And no, vetoing that many members wasn't fun  )
