This is actually a reflection of about 3 hours of research and hard work... along with sweat, blood and tears to create the ultimate Iteron Mark III PVP device.
Why not an Iteron Mark V, you ask? There are two very good reasons for this.
Reason #1: Scan resolution on an Itty 5 SUCKS. If you're attacking/being attacked by drones (which are going to be your only possible demise against a barge or mining ship) you can't afford the 25 seconds it takes to lock each individual one. The Itty V possesses no bonuses to max locked targets and therefore it is a problem. You can get around it with a sensor booster.. but that's not going to stop miners from..
Reason #2: Intimidation. An Iteron Mark V is THE largest capacity hauler in the game, hands down. If an Itty V warps to your belt and you are mining, I'm pretty sure you'd pack your **** and leave. Anything that gets sucked into the vortex of the Itty V is gone forever.
Okay so, now that we've got that out of the way, let's talk about the Iteron Mark III and why it's the best choice (of the Gallente industrials -- Non transport).
Reason 1: Versatility. Only the Iteron Mark III and V have two highslots, which is needed for PVPing in an Iteron effectively.
Reason 2: Speed. It moves a bit quicker than it's larger version and has amazingly quick warp times, moving you from belt to belt quickly.
Reason 3: Stable capacitor options. Though industrials generally don't have amazing capacitors, they have a decent enough recharge time that you can activate a few modules and get your cap running stable. Plus, the Itty 3 has a very nice base armor that is actually better than it's Itty 4 counterpart.
Reason 4: Lock times. Locking drones is going to be required during the heat of battle and even though the Itty 3 doesn't have the best scan res it can still manage to survive a pile of drones long enough to get them locked one at a time.
Okay now that that's out of the way, let me reveal my setup to you.
To date, this setup has taken down a Comorant, Retriever and a Hulk.
[Iteron Mark III, PVP] 400mm Reinforced Rolled Tungsten Plates I 400mm Reinforced Rolled Tungsten Plates I Damage Control II
Passive Targeting Array I Fleeting Progressive Warp Scrambler I X5 Prototype I Engine Enervator
Light Neutron Blaster II, Federation Navy Antimatter Charge S Small Unstable Power Fluctuator I
This little gem of a setup puts out roughly 35 DPS in standard mode, and 40 in overload. You WILL probably be overloading your gun during combat - as even though it seems a defenseless barge/exhumer can't help itself - you will be suprised when you have to deal with it's peak shield recharge. Overloading when you have the target down to about 40% shields really helps in getting over that hump.
You'll start by activating the passive targeter against your target. Once you've got him locked down, steal from his wrecks or take his ore. When he locks you and begins shooting you'll be right there with him, zero delay. Next, that neut is necessary. Without that you won't be able to kill a target [efficiently]. Begin neuting the cap of the target right away, and keep him scrambled. If you're up against a Hulk that's trying to tank you, you'll zap his cap in about 20 cycles or less (2 minutes). While he's scrammed and being neuted to death, work on his drones.
This setup can tank a rack of tech 2 Infiltrators no problem. If you come up against a rack of other drones you're going to need to pray quite a bit. If you find out the target is using Valks or other explosive drones, I'd recommend you swap out the Damage Control for an Explosive Hardener (N-Type is the best choice here for cap reasons).

That actually brings me to the ever-sensitive capacitor of this Itty.
Let's take a look at the cap usage of these modules. It is crucial to realize that the cap is balanced. Warp Scram uses less than a Disrupt, and a web uses little cap as well. The Neutron blaster is the same at 0.6 cap per second and the Neut is the only thing that is abusing your cap at all. The Damage control uses virtually no cap whatsoever.
Anyway, let's examine the numbers and I will show you how painstaking this was to get calibrated.
Scram: -0.6 cap Web: -0.6 cap Blaster: -0.6 cap Neut: -5.6 cap ----------------- Total: -7.4 cap per second ====================== Itty 3 Peak: +7.5 cap per second.
So there you have it. This setup is 100% stable. No Egress Port Maximizers, no CCCs, just a great passive tank and solid tackling capability. Adding a hybrid damage rig is not necessary, as this ship does just enough dps to break any active tank on any ship. If you come across a passive tanked mining ship, I'm going to laugh, then work on a fit that can break its tank.
Anyway this is a lot of fun, and I have enjoyed the kills I have received so far. I'm thinking about getting a gang together and going out in hauler raids (they're fun and popular!) so perhaps you'll see some threads on other ships as well.

I've played around with a similar setup on a Badger II
[Badger Mark II, Battle Badger]

Similar or better effective HP, higher DPS (I get 43 DPS with faction ammo before overheating), but it'll cost more too. Also cap stable, but just barely.
I've also experimented with smartbomb fits to deal with miner's drones, but it never seems to work out as well. imho if you go combat hauler, you have 2 major strenghts over other ships:
a cargohold big enough to hold an nigh endless amount of cap charges and a medsrack full of ewar capabilities, along with the cpu to use it.
thats why id pick a hauler with more meds and active tank it, maybe with dual SAR.

You may want to look into the itty v, yes teh scan res sucks but those slots make the difference. My corpmate frequently goes out tackling ravens in his

iirc thats with flux coils, and pretty useless, you would probably get one-volleyed by a funny look. it was a nice idea, tho...
cant wait to see real "feasible" flux coil tanks one day

If I were shooting anything other than mining barges, I would agree totally. The main threat from mining barges is drones and EWar isn't particularly effective against them, plus if you're stealing from cans you need as much cargo space free as possible.
Against other small stuff, or if you're acting as a bait ship, cap boosters, an active tank, and either lots of buffer or lots of EWar are the way to go.

Would a Laser do? I have laser skills but no blaster, and since it's cap stable, a bit of lazoring wouldn't do much damage would it?
If so, which one/crystal would you suggest?

since the op stated the biggest problem, damagewise, is overcoming the shield peak recharge, i guess lasers could be a good choice. (im bold now and assume nobody mines in minnie afs/hacs/recons, but hey, you never know) especially hulks have some base resists that challenge your patience and sometimes luck when using blasters.
id say you would just go for the highest damaging crystal you can get, since those fights tend to happen at rather close range. edit: and your damage output is pitiful at best, to begin with.

I was after the juicy mining gear, the ore in the can was just a bonus. And I can't cash in on that bonus if my hold is full of cap charges.

The battle mammoth is clearly superior:- Up to 53 dps in standard mode, rising to 61 when overheated
- Better scan res. than the Iteron Mark III
- Roughly equal effective HP

An alternative autocannon battle Mammoth :
- Deals about the same damage as the Iteron III - 62% (max) shield heat resist to counter miner's Hobgoblin/Hammerheads or modify as needed - Deals explosive damage with Fusion for killing barge/exhumer. Hulk can omni tank and typically folks won't add Explosive resist, which means explosive is the best damage type to use. For a Covetor, start with EM and switch to EX for armor. The same principle applies with drones.

Yeah, the Mammoth is a pretty awesome industrial considering its abilities, however I can't fly one :P
I am putting together a nice fleet though in my corp, and though most of us can't fly fantastic haulers this is what I put together (and these guys have fairly sub-par skills considering other fittings out there).
This is all for gang combat, btw.

Excellent for once a lock is broken via ECM, this just makes the target take even longer to lock one of us. Because of the dampeners, and the ECM working in harmony, we could theoretically lock down a target indefinitely. With the neutralizer on this ship as well, and nos on two other ship, we can steadily drain the target's capacitor until there's nothing left of them.
This is a great team setup and we're about to go give it a try. DPS comes out to around 100, but with neuts and nos working together, we will slowly break any active tank out there.

Yep The single best point about them (level 1 gives you 13k m3 with t2 expanders), and the single worst part of an amarr indy (level 5 doesnt give you that much more )

Indeed, I mean just sticking an inv. field and a Small shield booster on it outtanks a iteron 3 forever.

 Use a Viator.
And even then, a Crane is possibly better, but open for debate.
