Your OS is the issue. You may experience performance issues with aero on..
And general performance issues caused by it but nobody can really reproduce it.
Basically, the limiting factor would not be your machine. It's you.
I'd never pvp with two accounts, it just adds confusion. I tried it with two clients on two monitors (as i dual-monitor due to work-stuff etc.), but i am normally fully occupied with just one account.
I normally use my second account for missionrunning, cargohauling and producing. When i beltrat, i have my main in a 4bcu-nighthawk and my alt in a destroyer salvaging. When i am missionrunning, my alt assigns his drones to my main, so i have extra firepower. In 0.0 he is my scout and cargo*****, bringing ammo to the front in a war and staying logged off for the most time..
Alts don't complain if you use them for slave-labor. Thats the great thing.

Just saying that the OS is crap.
An UPGRADE to Xp would be my favourite choice..

Then i probably had a totally different vista running on my pcs. I had horrible performance due to drivers, my creative soundcard wouldn't work properly, i couldn't use unsigned (to finally let my soundcard work properly) drivers without doing strange hacks to the system. Plus, Aero + Eve resulted in horrible fps (like..1-2).
When i noticed the ui itself used 20% of my cpu while idle, i wiped and went for another os.

Use Eve-Mover instead.
The problem with Eve-Launcher is, that (at least when i used it, which is several months ago) you can not invoke eve with parameters. So if you want to start an eve-client for sisi, you could not move it with evelauncher.
