That's entirely possible actually, but I'd try anyway. The worst thing that could happen is that they say no.

As far as I know, there's no real way to "escape" CONCORD. They follow you through warp, and they won't let you dock once you've incurred their wrath. They also have anti-cloaking technology.

As someone else has said, CONCORD provides consequences, not safety. If someone attacks you (assuming no war-dec, can flagging, etc), CONCORD will Arrive in 5-30 seconds and destroy their ship. This does not guarantee that your ship will survive in that time period, however. You are responsible for ensuring your survival until CONCORD arrives.

I don't think that the current system is broken, to be honest. Why go through the trouble of making it possible to escape CONCORD and then spend more GM time to monitor activity and enforce bans?
