Despite my link below - i stand by to shatter your doubts right here. Mission Statement, Interview, open Q & A

I have several questions, and taking a page out of Talkuth RelĘs book, I decided to ask each candidate in their own threadą
1)Invention ū A good idea that still needs worką a.Have you ever tried invention? b.What ideas do you have to improve invention?
2)Pilot Security Level ū Should it be more important? a.(In High Sec) ū Should Concord react faster if the victim has a higher security level? If the attacker has a lower rating? b.Should the Security Level of a system affect changes to Pilot Security level changes? c.Should the Security Level of a Targeted Pilot have more of an effect on the security change of the attacker?

Youre right and youre wrong at once, it is difficult to explain. There is concord enforced peace across the races - not the amarr security is in charge , but concord. If this was otherwise, my ship would be fragged on sight entering amarr space, for i am a sworn enemy of the slavers (hi hardin :-)
ccp wants the players to carry out the roleplay, if you enforce too much - the players are degraded in their flexibility.
there is little differencies , i.e. possession of vitoc gets you in trouble with minmatar customs - but not with the amarr one .. stuff like that, rather subtle roleplay aspects, but theyre there.
if i attack slave convoys, i get a standing hit.. logically also in a roleplay sense.
if you plan to catch an amarr at the matari border, you would also generate issues with warring
somehow one must be able to reach his enemy - thus need to be able to enter his space
the rare races you mention are teh "new races" they implemented some patches ago.
i have not experimented too much with them, and little is known about them. i would like to see more backstory stuff wired into missions, so people get automatically educated and catch interest in the whole thing - eventhiough they start off as roleplay-sceptical players.
i am unsure if i answered the questions to your satisfaction, if no please give me a kick and i try again.

no, i spent most of my time as a freedom fighter and was happy that my corpies care about inventing. I am a happy consumer of the resulting products.

today concord acts fast no matter what, if that can be altered to reflect the security status that sound cool at first, but on a 2nd thought it means the supposed safe space must need to be made unsafe for those with a bad sec rating.
if that too sound good to you then allow me to explain, that not everyone with -4.3 has earned that sec status by killing innnocent civillians - many of them just continue to shoot their arch enemies on some gate between lowsec-0.0 and risk the security hit in order to kill a legitimate target. Its not always plain piracy.
often it is, sometimes it is not. (i have sec +5 :-)
finally ccp needs to provide a guaranteed safe place for beginners to start their game that is 1.0 - there cannot be a level of concord response, where their response timing would become relevant, otherwise it means for some people the safe place isnt safe anymore, those people woudl quit eve, and turn up in WoW beating the **** out of pink worms.

there is little relation between the assesment of a systems security and assessments of a pilots criminal record.

tough one, its not my strong side. i think the whole manufacturing is too abstract it would be fun to get more of a creative feeling, it woudl be fund to have teh chance to customize products more. I.e. a gun that has the manufactures insignia on the side on a close look.
it is very complicated, maybe already too complicated in terms of skills and raw material requirements. on the other hand, the look and feel has not really been improved.

for any one: A production ship with limited manufacturing capacity would be nifty
for the daring industrial explorer: a ship designed for the purpouse of ninja mining (when i was young and pretty, i used a scythe, but nowadays a scythe is nothing more but an easy target)
for the advanced and older players: a capital size multipurpouse platform, similar to a carrier - but not the same abilities for warfware, but production and excessive strip mining qualities instead perhaps a dronebay for mining drones only - something that brings profit even though a escort fleet is needed to keep it safe.

What is your opinion about the place of minorities within a democracy? Slaves to the masses or not? If all members of the council speak for the majority of the players (seeing as there are many candidates saying "I'll 'vote' like you vote"), would you try to speak for minorities even if you don't share their point of view?

Short answer: NO, i dont take a position i am not convinced of - may it come from a majority, or a minority.
Long Answer: in all the threads on all questions, i have not read what the other candidates wrote. i read the question and type my answer, so if i repeat someone elses words then it is coincidential. This just for you as background info.
i represent those who have valid points that needs addressing.
if your minority is a minority because their input is frankly stupid, then it would be stupid to be their rep. right?
no, i dont promote minorities or oppose them generally - but i represent all players with issues, sorted by priority not heritage. But despite my personal data gathering and experience, only people who make themselves heared have a chance to receive support.
I have my areas of expertise like anyone else, and i will open my mouth only on field where i am confident that i dont talk utter rubbish.

1. How would you improve/change/modify low security rated systems to be more attractive to EVE players?
2. T2 Transports (Blockade Runners and Deep Space Transports) - Since Heavy Interdictors BR's have been made quite obsolete par a few certain circumstances. What would be a quick fix for this? DST's are supposed to be heavily armored vessels for transporting expensive cargo. In MY opinion they fail quite embarassingly due to lack of PG/CPU, slot layouts and their defensive stats. Do YOU disagree or agree with this statement? Yes or no, state your reasons.
3. Should Amarr get their missing T1 frigate?
4. Bountyhunting and piracy - putting the 1400mm Fusion round in the YARR - Are you interested in tweaking either/both "professions"?
5. It has been said that the construction and hoarding of massive amounts of supercapitals is ruining EVE and changing it slowly to CapShipBloB-Online. Do you feel that supercapitals (motherships/titans) should be changed? Or is this view of the situation only caused by the fact that the servers cannot handle at the moment the sheer size of current day alliance warfare (100-200 capitals in single system, carriers/motherships launch fighters = Node goes boom)?

zoolkhan, hi. i wanted to say i like the stance you've adopted. you have my vote !. also i'd like to ask, do you think people that take the startrail of being a 'rat', shouldnt be allowed a clone or to insure their ship. thus making it far more 'interesting'. and it stops the insurance fraud. your thoughts ? |

i have taken a position to that in one of the independant threads here but i tell you what first comes in my mind now:
i would make mission more profitable. currently a level X mission in hi sec gets the same reward as one in 0.2 low sec.
the reward in low sec must reflect the higher risk, more LP, or more ISK or both.
This could be improved by placing the agents with the higher quality flag to the lower security systems. Currenently the agent quality flag distribution doesnt match any senseful pattern.
(some will beat me for that, but i do believe this is the way to start tackling the issue w/o shaking the balance-tree too hard)

I lack a bit knowledge here, why are heavy interceptops alerady obsolete? please tell me before i start trainig for these.
what exactly do you want to fix, are blockade runners to hard or too easy to get?
My own impression is that the balance in that field is ok. Blokade runners have a tiny cargo bay and are more expensive, and hard to come by (not too many people produce these)
They deserve to have a good sucsess rate passing a blokade, they need to deserve their name.
On the other side, i have been in many gatecamps where no blockade runner would have been able to get through. No i dont see an issue here in the balance. if you see one, please elaborate.

Seriously, i didnt know they have a frigate missiong.
I pilot all races ships, well all races but amarr. So i would not know if the "missing t1 frig" is perceived as a loss/miss.
if the amarr-player base really have a missing ship, and really want that gap to be filled then of course they should get the wish granted. I see no danger in balance bwteen the races by giving the amaar a counterpart to whatever the other alliances have in advance.

not getting teh qustion. you talk about professions and same time about a weapon indicating youre thinking as gallente this moment. (fusion, hybrid charges iirc)
to we talk about tweaking guns or professions. there is no relation between those two.
i would not tweak anything w/o a good reason. i.e. a clear disturbance in balance
i do think though that YARRs have it easier than bountyhunters.
I was never interested in bountyhunting , because the bouny never compensates for the effort a hunter has to undertake. Yarr people often fly in packs, and bountyhunters either dont exist as pofession, or fly solo and brave and score only little...
yes, bountyhunting as pofession might need a change in order to become attractive.
at this point i would want to gather ideas.

2. What I mean that Heavy Interdictors have made Blockade Runners obsolete. BR's (Blockade Runners) have +2 Warp Core Strenght as a ship bonus (Great bonus before Hictors) and since the introduction of Hictors (Heavy Interdictors) and the WDFG they in my opinion do not live up to their name.
3. All other factions have 6 T1 frigates. Amarr only have 5.

Honest? i think insurances are so crappy that you cannot really practise insurance fraud.
yes, a YARR-peson would want to make you think, that if he dies he is still the winner but that is bull****.
Rigs, Modules, Implants, - all of that cannot be insured, if you lose a ship youre on the losing end, without and with an insurance.
Most t2 ships have such a crappy insurance, that people dont bother. (i.e. Aassault frigates, or YARR ships like the Vagabond)
I think that piracy actually is a hard business already and you can be teached to avoid running into them.
I have never been a pirate myself, but i have been pirate a couple of times. And in the most recent cases (less than a hand full in the past years) they have used a lot of wits and logistics to get me - that deserves respect.
no doubt there scumbags around, and i would vote to kastrate them to prevent them handing on their genome code. But the line between rat and not rat is not easy to draw, if we wanted to implement what you suggested we would need to be able to divide black and white but there is so much grey.
people turn pirate only after a while, people turn honest after a while of pirating
there is no button in character creation that says "choosing rat career"
so that idea is technically hard to install, despite that it might be unfair against the low life type of players. (ammamake ohe)

of course not, nobody should have a clear advantage ahead anyone but currently i think bountyhunters dont exist. its not even balanced, I think the bountyhunters require something that helps them catching up with the countles spirates who have friends putting bounties on their heads as status symbol.

I know youre right, and i am not proud of my typos. On the other hand, i want to win for deep content not first glance display. If you want to vote the person with the most brilliant rhethorics, grammar and spellcheck youre free to do so.
I personally prefer to type my answers FAST and formulate my mind as long i can while i have a child jumping on my stomach and a dog licking my ear.

I will be addressing each candidate with the same questions ableit it might be a little late:
1) What do you think about more PVE scenarios, ones which would incorporate a large section of the EVE universe. Perhaps like a war between the races, or a war against a different race. Perhaps it would be a war against a pirate corp where PCs are encouraged to come help out the fleet. This could allow players to get more of a feel in some way fleet battles as well.
2) Along the lines of the above statement, how would you feel if the EVE universe had a vote in how their races interacted. Perhaps in order to get users more involved the races would submit 'Resolutions' to the players on actions they take. Perhaps the Gallente Federation gives some offense to the Caldari State or vice versa, maybe the resolution to those that are members of the Caldari State would say something like, "Should the Caldari State retaliate with military force against system XYZ for said offense?". Then there could be some possible PVE event taken in that sector of space. The Caldari State can then give real-time missions to players who wish to participate be it material gathering, intelligence, combat missions, mercenary action, etc.
3) How would you feel about opening Invention to invent new items that they design, potentially completely new items to the EVE universe? I believe giving the players the ability to customize items and perhaps make something completely new would greatly increase their involvement and enjoyment of the game. This would introduce even more learning skills for those that want to do industry and allow them to decide how and what will improve ships. Perhaps even allowing researchers to invent totally new kinds of ships.
4) How would you feel if the EVE universe could start impacting in some way on 0.0? Pirates and alliances in 0.0 often have influence in Empire space and low sec, what if the tables were reversed? What if players in empire space could pass resolutions for the races to clear out temporarily portions of low sec, perhaps even attempt to clear out portions of 0.0? The idea here would not to attact home systems, but perhaps fringe systems. This could help introduce empire players to 0.0 and pvp, it could also help keep in check mega alliances and factions. In addition this could allow empire players the 'occasional' chance to get some resources in 0.0 if they aid the initiative.
5) Finally how would you feel about creating and opening events to all players and not just the wealthiest alliances in EVE? There could be many talented pilots out there that want to compete for fame and glory, but may not have the ISK to do it. Perhaps if EVE provided weekly/monthly tournaments around the EVE universe and then allowed the winners to compete in a bracket system up to a finale, it would encourage even more interaction. Instead of just giving some enormous prize once/twice a year, they could give smaller prizes for each stage of the contest leading up to the ultimage prize. These could also include side contests like 1v1/2v2/etc frigate/cruiser fights. Find out who the best 1v1 player is, or who the best tandem team is, etc. |

That would be fun. And for PVE aspects this could include customs, faction units like rep fleet ships and amarr navy ships - if a player sees a lonely Rep fleet npc tempest and frags it he could gain standings and perhaps even influence a little on how the borders change
(semi dynamic variable borders in those frontier zones as a result would make this whole race-rivality plausible, add to story, add to adrenaline and make players who have never considered it councious about the race they have chosen.) I would not vote to convert current areas - rather i would "add" new frontier zone space... so nobody gets a disadvantage from the change, and nobody is forced to play this. Whomever enters the frontier zones know what he is facing and do it out of free will.
2) thats an interesting proposal. i like it.
3) sound cool but is technically difficult to realize (its aprogrammed world we life here whatever we invent must have been foreseen by programmes, computer industry is not that far unfortunately)
Also it bears the danger of unbalancing. Imagine one corp invents something that gives them a huge advantage, imagine that corp is member of BOB, theyr ultimate goal to rule the universe would finally be accomplished.... hooray?
the balancing needs to remain with CCP.
4) i am not sure what you mean. in theory the sovereignity system in 0.0 gives the 0.0 inhabitants certain powers. If you want to see their power weakened, then you need to challenge their sovereignity.
This concept makes sense and could be cool if the balance is right.
In reality high sov level systems are fortresses that can only be challenged by huge massive forces of a scale the Servers cannot handle.
There lies the problem.... perhaps a careful slight influence from empire should be permitted.
Some event, linked to your earlier proposal - might temporarily raise security status to 0.1 and as a result you find a sentry at the gate to 0.0 perhaps... or sovereignity challenged even? this would be a hot topic and i can only imagine a careful alteration.
If you start taking away something anotherone has worked hard for (like sovereignity) if you start altering the rules, after the kickoff - then you will face a very upset crowd.
Ive seen this happening once, i was part of that angry crowd - when we lost our outpost system ccp made sure we can never gain it back with our relatively low numbers of pilots due to a change in pos and sovereignity mechanics (introduction of pos gunnery, cynojammers, bridges allowing our larger enemy to outblob us anywhere while our capital fleet is locked out in a reactive manner - i.e. no surprise attacks possible anymore - this is going off topic, but i hope it helps you to understand what i mean by not changing rules after the kickoff)
5) i would support that. Perhaps one of the NPC megacorps could even sponsor the hardware so participating in a tournament is no longer limited by ISK.
Skill and Tactics would remain to the be deciding factor.

Personally i don't think you should judge a candidate on their speling. Although english is wide spread, the gramar is not and if you see this as a pre i think a lot of candidates will disappoint you. So if someone speaks it efficiently that shoukd be ok. And yes it's hard to check if someone does. Just judge them on their content and/or issues.
PS:consider this a friendly bump, atm i have not decided yet who's my candidate.

I write fast, and i am lazy, and haste to the next question instead of proofrading my stuff. i think the most annoying typo, according to my ingame friens is the "teh"=the - seems to be typical for german speakers, although i would not understand why.

The teh=the issue probably depend from our keyboard layout (Italian here and I do it often). I find that firefox English dictionary is very useful, it cut heavily in my spelling errors (no cure for grammar ), the post I write from the computer without it have much more typos or spelling herrors.
Another problem sometime is that we structure the phase differently. About the Blockade Runner/Deep space transport you misread the question for that (I think, don't speak your language so I maybe I am wrong).
BTW (By the way) the question about Blockade runenrs and Deep space transpot can be rephrased as:
Blockade runners, after the introduction of the heavy Interdictors, seem to have lost most of the usefulness they had as the role bonus is almost useless (+2 warp strength). You think they should be changed in some way to give them a more useful role bonus?
Deep space transport: it is (in theory) a very well tanked ship meant to resist heavy fire for some time till help come, but it seem to fail in that regard (especially the armor tanked models where you must sacrifice speed/agility for armor), you think they should or could be boosted in some mode without making them too good?
A personal add on on that:
For both kind of ships the repair bonus seem a waste of a bonus. With today firepower and strength of the enemies rarely the target have the time to use a repair bonus. A resist bonus seem much more interesting, or even a bonus totally unrelated to defense (faster warp speed for example). Again, your thought.
I like much your posts as they try to keep a balanced game so even if my primary candidate is another I am thinking to split my votes and give one of them to you. I must admit that most of you candidate seem very equilibrated in your point of view,

See, i fly blokade runners - but i have never used a heavy interdictors, those ships are still very new, and my skill-path has been a different one. So i didnt really test and stydy that topic enough.
same for the deep space transports, if they really do fail to fullfill their role - perhaps they should receive a careful boost. These ship types do sound interesting, and i am sure ill will take a closer look at them and their possibilities soon.

1. thank you for an easy question.
My own vision matters ****, listening to the player base is what this is about. I fit would be otherwise i would be corrupt, or biased and soon accused of supporting my freedom fighter friends or whatever.
lies and wrong motives tend to reveal themselfs rapidetely.
2. yes, i have never really played it. the name is ancient, and legendary.
Before i met eve, i have not played any other MMORPG. i Was always afraid of subsciption fees until i one day realized, that i am happy with this one game, and i dont spend much more money in shops buyng the latest ego shooter. (i am not too wealthy)
I played homeworld (pc) and elite (c64/amiga) - and found several dreams be realized within eve.
3. It is important not to **** of the non-rolpelayers same time. Generally i would do things to "encourage" roleplay.
Fertilizer on the field..
Player actions should have an effect on the frame.
i.e. My sworn amarr enemies have been true to their couse for so many years i want to see hardin/siobhan or archbishop crowned to emperor, or at least get some official title in the empire, a baronat perhaps or some kind of unique trophy and place within the story frame that cannot be denied and is a direct resultat of their long lasting loyalty to the empire.
another idea is to have these "border zone" spaces... space in between of the races home territories where people can fly into, but dont have to - and if they do they would have immediate killrights on the enemy race (once an official war declaration has been introduced or so)
i.e. amarr meets random minmatar in that system - shooting can occur (happy pvp faces)
or
minmatar rookie pilot meets Amarr navy apocalypse NPC ship near a gate - he takes him on, and loses - or wins and gains standing points.
those statistics could be collected in a database, and used to create an effect on the story/roleplay frame - perhaps a minor sov loss for one side or news reported on billboard
i am full of ideas.
ALL of my ideas are aimed to encourage - NOT force rolplay, thus making eve better for roleplayers and also for the others (who just enjoy new options of pvp or pve)
but i predict, the more impact on the eve-frame our own action have, the more fun it will be to be part of it and to look deeper into the RP
currently, with the elimination of polaris - CCP went the opposite way.
factional warfare might help, but its not the magic bullet.
4. the best games contained nonsens. anyone remmeber monkey islands?
eve is a mirror of the real society in a microcosmos. nonsense would complete that picture, round up everything. As long we dont talk about clownerie and low level jokes.
I think there should be the career of a barkeeper, and people purchasing drinks at my shop should actually start paying ISK for my jobvian ale
the nonsense must not violate physics no fishing on a waterless world, nothing that is against realism. Nothing that would harm the athmosphere.

6. ccp wants us believe that it is coming:-) facional warfare is the start.
but for realism i would like to see also the other side player driven politics and diplomacy with a feelable effect on our game-world.

But please, don't try to appease all the potential voters to get more votes, it seem my home country politics and it don't have good result (some of your posts seem to go on that direction a bit).
While moderation is important, clear positions are as much important. The majority of the candidates seem honest in the will to work for the betterment of EVE before the personal game interests and on listening even to people with different thought on how the game should develop and that are very good things but some are promising something like "I will listen to anyone and always follow what those more loud will ask" independently if they think it is a good thing or not and that can be very bad.

i have no idea yet how time intense the csm will be, it depends on the priority of the matter at hand. eve i can play only on my game station at home.
csm stuff can be done from any laptop and any location, even an airport or hotel room i suppose. so perhaps a symbiosis is possible. i will cut down on pron surfing.

Your making sense, but I tell you I used all the methods you describes above and more. I searched manually from 1st page to the last (2x), searched for "CSM Candidate Zoolkhan" and I still couldn't find this thread. Even though you are on page 1 now again(as soon as I posted the 'are you still running' post) I suspect foul play or a bug. Anyway, your still not listed in the sticky candidate threads thingie, (Just checked for the 3rd time).

More of a statement than a question, Zoolkhan has got my vote for the council, I personally was/am against the council as a whole but a no vote is a wasted vote in my opinion.
I'm lucky enough to have been in the same alliance/corp as Zoolkhan in the past and still consider myself to be a friend, unlike many of the other candidates Zoolkhan actually cares about EVE online and want's it to be better for "everyone" and not just for his own alliance, corp or cause. As a person he has always been profesional, friendly and has rarely ever had a bad word to say about anyone, even when others around him have turned nasty for one reason or another, Zoolkhan has remained possitive and calm.
Zoolkhan is just a generally laid back and nice person who deserves very much to be on the council.

The search on eve-o is not waterproof. It comes up with random hits that are of no use then actually give you what your looking for. There used to be a saying involved search, eve-o and google.
As for not linking zool's thread yeah that is odd. In here http://oldforums.eveonline.com/?a=topic&threadID=759877, it says that you need to reply. But most candidates have not done this but are named. And i think zool's personal page isn't linked yet either

What's your view on NPC corps. You might have said it elsewhere, but I don't remember it.
I differentiate.
Those who are representing corporations or institutions whoms backtory does support joining of strangers. Those one should be able to join.
But brutor tribe will remain pure - no caldari or even sebestior should be able to join brutor tribe. I personally would have liked to join the thukker tribe :)
So it must be story compliant and need to make sense.
No "everyone can join everything" - that would hit realism, story thus athmosphere

Next time it is not an experiment, or a jump into cold water - next time we will known if the effort we have put in, and the striptease is worth it.

You were a good candidate Zoolkhan and a nice guy. I'd definitely encourage you to try again next time and build on the support and excellent impression you made this time around. You were only 400 or so votes short of the council, just think about how to broaden the campaign a bit and jazz it up and I think you can manage it. Next time SF might be able to help you with some banners and siggies on the quiet

I'd say, when the time comes for new elections you should still consider it and put forth your platform you intend to run on.
Right off the bat you have two things going for you, understanding Minmatar and being a RPer.

Have you done a real promotion campaign in Jita, like they do in reality? That's something a RP-fan may do ;) i think this would be an option for next time.
