Many things are wrong with the Pirate concept in Eve:
- Pirates do not contribute to the Tax coffers. This makes them Leeches on any Alliance they join.
- Pirates tend to be loners who conveniently "Can't" come on Alliance ops cuz of distance, sec rating, etc. More Leeching.
- Pirates don't PVP, they Gank. I think this is the secret reason they won't join Alliance ops: Fear of being shown up as the Noob PVP'r they actually are.
- There is no rationalle for Pirating, other than griefing someone for profit. Its not like they affect the Security Status of the system. That is something that I would like to see in Factional Warfare: Being able to alter the Security Status of a system via combat activities.
- Bounty system is a joke. You can't put a decent bounty on a Pirate, or he'll just have a buddy pod him for the reward. I know one Pirate (Tyrant) who ****ed someone off so bad they put a 1.3 Billion isk bounty on him. He promptly had a buddy pod him and bought a Carrier to harass the guy even more.
- Anti-Pirates don't have any means to protect themselves from Secrutity Standings loss when policing low-sec. Wars don't count. In the long term, they are viewed as Pirates themselves cuz they suffer the same consequences (low sec status and flashy red.)
- Security Status gain is too easy. Its very easy to move from -10 to -5, for example. In the same timeframe, someone with a positive status would maybe go up from 4 to 4.1 status. It should be the other way around - if you've proven yourself bad, you need to work extra hard to prove you've changed your ways.
- Empire factions seem wierdly unconcerned about Pirates. Again, maybe factional warfare will help solve this. But It makes no sense that an Empire would ignore the fact that everyone who leaves their space through a particular gate tends to come right back in a pod.
- Positive security status has no meaning in Eve. Even something as simple as having your looted cargo stamped with 'Property of PJ - Sec Status +4.6' so when a Pirate tries to sell it they get it confiscated would help. This would also give a new class role: Money Launderers.
- Pirates as a group tend to be the whiniest spoiled brats in Eve. They want Local removed so there is no way for people to see them comming. They destroy low-sec because they increase the Risk way beyond Rewards. They won't Pirate in 0.0, cuz that might actually **** off someone who would do something. As this thread states, they want Chameleon ships and other ways to trap more people. Gate Camping is the ultimate in laziness.
All that having been said, I'm not for removing Pirating from Eve. I just want there to be a repercussion for their actions, for Anti-Pirate to be viable and honorable, and for a few more tools to be availabe to fight them.
To that end I hope CCP considers 'Letters of Marque' for both Pirate and Anti-Pirate players. A Pirate may get benefits like Gate Guns not shooting if they are in the Pirate Faction space, while Anti-Pirate may enjoy the same for the space they protect. Pirates could get free access to the market where they have a Letter, but not be able to sell stolen goods elsewhere.
