How high of a rating do you have to have with a Agent before getting the lv. 2 agent missions?

Different quality level 2 agents require different standings. Do "show info" on an agent and it'll tell you what standing you need. You can then check your standings with that corp under the relations tab on your character sheet.

So (to summarise the above posts) between 1.0 and 3.0, depending on the agent's quality.
However, judging by the phrasing of your question, you may have misunderstood how this works. Basically every agent has a level, and they will always give you missions of that level. Your current agent is presumably level 1, and even if you got standings up to 9.9 he will continue to give you level 1 missions forever. The way to get level 2 missions, is to find a level 2 agent that will talk to you and then start running missions for him. This is where the required standing comes in - since if your standing is too low, the level 2 agent will not talk to you and you cannot get missions from him.
Since the only way to increase standings with a particular agent is to run missions for them, the standing that matters here is the standing to that agent's corporation. As you run missions, you increase your standing not only with that agent, but also with the agent's corp. This means that over time, more and more level 2 agents in that corporation will be prepared to offer you missions.
So at the moment, do a 'Show Info' on the corp you're running missions for, go to the Agents tab, and look for level 2 agents in divisions that you want to do. When you find some, take a note of their required standing (low quality agents will have lower required standings so are good to start), and keep track of your corp standing until it hits this amount. Note that the game will not notify you when a new agent is available, it is up to you to manage this yourself.
Also, when you do get into a level 2 mission, take it easy at first and be prepared to warp out if your tank starts to fail. They are a notable step up from level 1 missions.

very true - as I have just found out. I was breezing through level 1 kill missions - Worlds Collide, no problem I killed them all - even went back to the warzone and did the alternative route - twice.
Asked on here - got social skills 3, then conections 1, and suddenly I have a couple of level 2 agents.
All I need now is a better ships to do the missions

Missile and drone cruisers are the easiest way to do Level 2's. Cruisers that rely on guns not so much, since most of your targets are still going to be frigate or destroyer-sized.

I have my eye on a Caracal but I ... dunno, I dunno if I am wasting my time trying to skill up to get EM hardeners so I can do it in the Kessie or whether I should just drop it, call the big boys in and concentrate on getting skilled up for a Caracal - which i can afford easily from ratting in 0.32 sec.

The skills for shield hardeners aren't too long, and will give you all four hardeners, not just EM. Part of surviving missions, especially L3/4s, is your tank, and fitting hardeners according to which rats you will face. While getting the caracal now will help a bit, through having a large buffer, the rats will still rip through your unhardened shields if they use EM damage. To find out what damage the rats will do, you can search for the mission [url="www.eve-survival.org]here[/url], and in combination with the pirate faction on the mission info page, find out what the best damage types to tank and deal are. |

i say get the caracel, big step up, learn the missions a bit and then if you still want try in the kessie for some fun
the arbitrator is great for amarr level 2s, but training drones 5 takes a while for a new character. |

I'm going to take both bits of advice as I only have 24 hours to run on Engineering IV and have been plotting my skills plan for the next couple of weeks.
