Not true. Missiles are superior vs small targets that don't have their mwd active. Double web an inty at 1km and try shooting it with a blasterthron, you won't hit it, its your drones that kill it.
Where as a torp raven, 10% of 1k dps is still 100 dps, far more than any frig can tank.
The main problem with missiles against fast targets(note that "small and speedy" is mutually exclusive, you're either small OR you're "speedy") is missile velocity, gun boats can reduce transversal, missiles cannot partially negate explosion velocity. The best example of this is perhaps a crow vs a crusader. Gun inties excel at killing other inties due to this reason alone.

And its not as if Caldari is short on conventional fleet ships, see rokh, eagle, vulture, falcon, etc.
