In dealing with ore thieves that are harassing some corp friends etc, the rats all seem to be about 10months old, fly a noob frig and then come back after you pop it in a raven. I need some good suggestions for ships and setups for 1v1 pvp against a Raven.
I can fly: Raven, Rokh, Scorp, Domi, Mega, Drake, Eagle, and a few other ships well. BS skills at lvl 5, same with HAC and BC skills.
I have been out of the game for 8 months now and things are VERY different, so I need some help. For example warping around with my Eagle and stabs, until i got into a pvp situation I did not realize that my locking range had gone from 150km to 30km because of the change with stabs. Anyways I digress!
Wanted: Raven killer!

I'd go for the Domi or Raven. Nano Cerb possibly, if the guy's running torps on that Raven.

I say bring the domi with racial ECM in the mids and a rack of Ogre's and a rack of the EM heavy drones, then fit neuts in the highs. ***** his shield with the EM's/neuts, then rip him to pieces with the ogres.

Looking at your list of ships available for you too fly, my first instinct was to go for the Scorp, as one on one they can beat most other BS (though it might take a long time) However, a Raven with FoF missiles and a strong tank would give you some troubles.
I would say use a medium neutron blaster fitted Domi.
6x Heavy Neutron Blasters (use tech 2 if possible)
MWD, Web, Scram, Cap Injector (if desired, probably not necessary), Sensor Damp (resolution script, use second dampener if not using a cap injector)
2x Mag field Stabs (hybrid damage mods), 1 Lg. Armor Rep, 1600mm plate, armor hardeners (or nano membranes and Damage Control Unit)
Drones Use a mix of EC-900's (Key) Ogre II's or Praetor II's
The medium blasters (tech II with good skills and faction/tech II ammo) will put out nearly 400 DPS, and 5 EC-900's will have about a combined 37% chance to jam a Raven every 6 seconds for 6 second increments, plus the relock time (longer due to dampener), will reduce his DPS to almost nothing. Occasionally pull in the EC-900's and release the heavies for a DPS boost and to protect your frailer ECM drones from FoF missiles if he loads those. Keep yourself right on him and you should eat most of the FoF fire.
If you don't want to mess around with the ECM drones, the straight up blaster Domi can put out nearly the DPS of a blaster megathron and still fit a strong tank. Heavy Neutron Blasters (medium guns) or Electron Blaster Cannons (heavy guns) work well on the Domi.

Fit a cheap mining ship with a cargo and ship scanner, pop the harassing frig.
When they come back in a raven, scan their fittings/ammo. Then fit your raven accordingly. Go for a standard buffer tanked torp raven and load their weakest damage type, although it might be worth tailoring your fit if they only carry one or two types of ammo.
You should win pretty handilly.

You guys are really forgetting EWAR... If you KNOW what ship he is going to be in then you KNOW what racial and exactly how much to bring to keep him permajammed... I highly recommend an EWAR set-up and then *****him.

Okay exactly how much to bring to STATISTICALLY permajam him (which if you have ever flown a falcon is nearly always the same, and in a tanked BS he can tank a missed cycle.

The value will slowly approach 100%, but it will never reach it.
* This is assuming "permamently jam" means 100% jamming chance.

Uh? Did you ever finish primary school?
Look at my guide if you want to know how to calculate jamming chance, perhaps you will realize that - as the amount of jammers, on which the jamming strength of each is not higher than the sensor strength of the target ship, approaches infinity, the jamming chance approaches 100%.
C = (1-(1-J/S)^n)*100% where C = jamming chance, J = jammer strength, S = sensor strength, n = amount of jammers.
lim(1-(1-J/S)^n) = 1 where n->inf. and J < S.
Also, please learn what a "strawman" and a "disclaimer" is, you are making yourself look ridiculous. Or define, what you mean under "permamently jammed".

Possible, i guess, but unlikely if it's a main. That would take one hyper focused training plan backed up by implants +3 or above from day one. 10 months is just about as fast as it can be done really and then your not really dealing with a nub but a vet's alt. Big difference.
Gut tells me they're lacking on damage output or defense. Now, OP would be wise to run a ship scanner on the target(s) to look for the hole that's there.

There are some truly craptastic Domi setups on the forums so try not to use one. Put a cloak plus two Caldari racial ECMs on your Dominix, and having your mining vessel warp scramble him before you decloak. Your mining vessel will die but it should buy you enough time to decloak and lock the Raven before it can warp out. Once you have killed the attacker once, based on his tactics, he will probably stop using you as victims. However, you might need to kill him a few times depending on the thickness of his skull.
Dominix w/ 2* Caldari racial ECM versus a Raven is a slaughter regardless of the age of both pilots.

now that will totally depend on your mega set-up, mine has around 40k armour and pretty decent resists across the board, me thinks that noob raven pilot won't be standing for long next to my mega, ravens drop way too easy as it is, a mega should bbq the raven!!

Scorpion with 3-4 gravimetric jammers, bcu's on most of your lows, web, scramble, and torps/blasters on your high slots.
Dominix with blasters, nos/neuts. Tank it out completely, a couple set of heavy drones, web, scrambler, and if you have the room put some damps on with scan/res scripts along with a set of t2 heavy ecm drones. ____________________

That and splitting your dmg systems on a ship w/ 8x turret slots is foolish. Then you need 2x the dmg mods. Go w/ a full rack of t2 blasters and you'll eat him for breakfast... use the extra lows to help sustain tankability you lose from having tackle gear.

IF you know its a raven, and its always a raven, just a ship with nos/energy neuts and ECM should bring down a raven pretty fast. I personally would recomend a scorp because it fullfills the role of what you need to take down a raven knowing what your oponent is flying.
Highs : 4 siege Launchers, arbies or T2 dont really matter. 1 heavy energy neut 1 heavy nos
Meds : 3 Caldari specific ECMs, 1 warp scrambler (not warp disruptor) 1 heavy electrochemical cap (800 charges) 2 harders 1 shield booster
Lows : 2 ballistic controls 1 cpu / pdu (depends if u need fitting mods to fit the heavy electrochem in there) 1 damage control
u will need at least some form of a tank to tank the siege launchers why the 2 hardners / shield booster.
meds : could also jus go with 7 caldari specific ECMS and 1 heavy electrochemical cap enjector to keep the cap flowing for your ECMs.. you'd be pretty much perma jamming the raven indefinately with 7 of them... he'd still get some locks onto you but not very many at all...
ECM drones will help a lot too
