This sounds like a pretty good solution to the problem
I'd have to agree that empire space-piracy is being snuffed out by CCP ever-so-slowly. I'm not sure if this is intentional or just by a lack of creative solutions, but have a look at the situation...
nerf 1 - sec rating decay eliminated (pirates=no empire) nerf 2 - 150km range guns (pirates= gate camping difficulty at a 10 now) nerf 3 - sec rating decay 'fixed', but not in any feasible way (a fix to settle down upset pirates, but not a fix). nerf 4 - sentry range back down to 75km, but now it's an 'exploit' to gate camp at 75km out (no gate camping, not even at 150km tolerated).
Now I honestly don't know if this is intentional to eliminate empire space-piracy, but the facts seem to point that way.
If the plan to eliminate any real form of piracy is in the works at CCP, I would have liked to know about it beforehand so that I would not have allowed my sec rating to get so low. I mean if piracy is limited to 0.0 space (which it mostly is now), we could all just call ourselves and alliance and kill everyone that enters 'our' space.
Anyway, good post WarHound. That seems to offer a good long-term solution to the problem without eliminating piracy and yet keeping carebears somewhat happy too.
Perhaps a 'random beat cop' algorithm as well? In other words, in a .4 system there are 10 cops 'walking their beat'. They will answer to a distress call if its nearby, or if they see it. But not a concord-gank-fest, the one cop responds and calls in backup who arrives a short time later (but limited to the number of cops in that system or in the area).
In a .1 system, there are only 3 cops 'walking the beat'...so if a cop sees it or hears a distress call, he reacts and engages the pirate and calls in backup...the 3 beat cops would be there to help in a short time and the remaining backup would take some time to get there since they are hanging out in nearby systems and lot in local.
This way pirating in low sec systems is not risk free to the pirate, and their is a tiered response so the risk gets higher to the pirates as time goes by... but it's not a concord gankfest. ------------------------------------------------
