If I would run level 3 missions, what is the max range that NPC can hit you? The reason I am asking is because I want to give it a shot in my destroyer (yes a destroyer) and if NPC's max out their shooting range at less then 70km, then I should be alright.

You won't get the option to put 70+ km between you and them in all L3 missions.
In a dessy, you might have the unpleasant surprise of (nearly) insta-popping on some missions.
But, well, it's a dessy, so it's dirt cheap, give it a whirl anyway.
If in doubt... try it on the test server first

When I first started, I assisted some friends in level 3 missions in my trusty destroyer. It was instapopped a few times. Missile-spamming NPCs are really bad news for destroyers. |

is it possible to warp in cloaked? Never used or put points into cloaking, but was wondering, if it is possible, then I can slowly crawl the 70km away from them

Any heavy missile-bearing ship I've gone against in Level 3 missions has a range of over 80 km. Light missiles seem to have a range just under 40 km.
Seems that nearly all the cruisers I fight in level 3's mount at least 1 heavy missile launcher, with the possible exception of Pithi Silencers, but those are rare. Mercenary Commanders and Pithi Killers are Caracal ships with 3 launchers and that seems to be the most "missile heavy" that the cruisers get.
My understanding of cloaks is that you can't warp in cloaked, but you can turn it on instantly once there. So long as nothing is trying to lock you *or closer than 5,000 meters* you should be able to cloak. But this is hearsay -- I've never used a cloak either.
FWIW, I can't imagine trying a level 3 in a dessie. I can *maybe* see doing them in my Caracal, but even that would be iffy. A HAC would probably be pretty easy with their insane resists, and I know I laugh at level 3's in my Drake. But a destroyer...... Well, if you want to keep trying, then good luck, but I don't think you're gonna do it. Dessies are cruiser food and level 3's are mostly cruisers.
(My comments are revolving around Caldari ships fighting mostly Guristas on missions -- ymmv if in a different empire.)

If the ship is not a Force Recon ship, you can't warp cloaked. Also when the NPC's have you locked you can't cloak. So you have to warp out.

Sounds from the replies that this is still way out of my league. Might give it a shot someday when I have all my skills trained up though, just for laughs, but atleast now I wont bother for the first few weeks.

Use a Vexor or Arbitrator with drone link augmentors. I run Lvl 4's with a T1-fit Arbi (5 mil for Ship and mods, another 5 mil for drones), and it works fine. Don't always take people's opinion at face value, think for yourself. 
Edit: As long as you don't land 5km away from a group, as I did just now after passing through an acceleration gate.

If you're going to use a destroyer, just don't accept New Frontiers. Its got some nasty cap sucker senty towers that will start on you from 80km out.
