The neutrons are the highest tier of blaster, so will always do more damage than an equivalent ion blaster, which will in turn do more damage than an equivalent electron blaster.
The 'anode' is a measure of the module's meta-level - all tiers of blaster come in six standard meta-levels - in increasing order of damage, these are: Tech 1, 'Regulated', 'Limited', 'Anode', 'Modal' and Tech 2. The last two are joint top for damage according to their attributes, though if you can fit a T2 blaster it will always actually do slightly more as you must have at least one level in the specialisation skill.
So the short answer - an appropriately sized Neutron Blaster II.

Here's and interesting fact. The DPS spread between Neutrons and Electrons isn't as big as you would think. Quick example fire up ETF (just bare with me), all level V char, megathron with 2x MFSII. Now swap between the three guns and compare. Damage spread between all three is 104 with of course Ions sitting right between Neutron and electron exactly. In practice the slightly better tracking of the lower tier guns will make up some of the ground, but the Neutrons will still be ahead most of the time.
Of the named blasters there is only one that I bother using. Those are the Modals (meta 4). It's possible to get the damage output nearly on par with their T2 counterparts. These make for a nice stop-gap weapon while your waiting on AWU5 so you can come up with a good fit worthy of T2s.
tl;dr
Neutrons = Gank. Melt their face. Electrons = Tank. With creative room to spare. Ions = Compromise.
Named blasters = Modals yeah. Others bah. Ditch them when the really good stuff opens up.
PS: I prefer Ions myself most of the time. Still willing to use the other two tiers when the need arises.

You're only looking at the overall DPS, though. Take a look at the alpha damage and you should notice that Neutrons do almost twice as much damage per volley as Electrons. This can be a massive difference in some situations where the sustained DPS is irrelevant as you'll only get the chance to do one good volley. The neutrons also have better range at the expense of lower tracking speed, as is usually the case with different classes of guns.

Very good point and that powerfull alpha for neutron is nice for med sized gangs or bigger. Once the gang size drops to under five, or nobody is bringing anysort of remote rep of anykind, I start looking for something that has it's own repper. I've yet to comeup with a T2 neutron setup that had an LAR in the mix I would spend ISK on.
Electrons blasters I use strictly for solo work. Need the fitting space to counter a large variety of threats. Quite fun but you are a elephant sized ninja most of the time. In good sized gangs this is the wrong tool for the job.
Then there is the Ions. Starting with seven of them and full rigs that can't change. I have the options of going "Plate+gank", "Plate+single LAR" and "Dual LAR" setups with just a quick fitting change and preforming well with each one. That kind of flexibility pretty much sold me on those guns right there.
