Got myself a shiny new Ferox and besides missioning with it I might take it out for a little PvP sometime. For PvP I thought about this setup:
High
6xAnode Neutron Particle Cannon Blaster (CN Antimatter) 1xSV 2000 Assault Launcher (just a little bit of DPS)
Mid
1xFaction Small Booster (perma run) 1x10mn Afterburner II 1xWebifier II 1xEM Hardener II 1xInvul Field II
Low
1xDamage Control II 2xCap Flux Coil II 1xMag Stab II
Rig
1xAnti-EM Shield 1xAnti-Thermal Shield 1xCCC
For PvE I'd switch the AB and Webber (since Im using blasters) for more tank, or just switch to Rails. ------------------------

For PvP, you either want to swap the Afterburner for an MWDII or just go for a pure sniper railgun setup and pop support ships from 100km rather than try to chase ships that are almost certainly going to be faster than your Ferox is.

It will hurt the cap a bit, but you shouldn't be permarunning it anyway, just running it in short bursts to get in blaster range. An Afterburner setup will only really be able to catch non-WMD'ed Battleships and BCs. In a sniper/support setup, you won't need to run the MWD except to get out of warp bubbles.
The non-T2, non-rigged setups I'd use would be:
Blaster High 5 x Modal Ion Particle Blasters (CN Antimatter) 2 x 50W Energy Destabilzer
Mid 1 x Y-T8 10MN MWD 1 x X5 Webifier 1 x J5 Warp Disruptor 2 x V-M15 Invulnerability Fields
Low 2 x Local Hull Conversion Nanofiber 1 x Local Hull Conversion Inertia Stabilser 1 x Local Hull Conversion Overdrive
5 x Light ECM Drones
Sniper (for use in larger gangs) High 5 x 250mm Prototype Gausss Gun (CN Iron - 100km+ range) 2 x Empty slots
Mid 2 x F-90 Sensor Booster (1 of each script) 2 x Optical Tracking Computer (1 of each script) 1 x FS-9 Large Shield Extender
Low 2 x Magnetic Field Stabilser II 1 x Tracking Enhancer II 1 x Signal Amplifier II

My PvE setup:
Hi: 6x 200mm Rail 1x Heavy Assault Missile Launcher
Med: 10mn Afterburner II Medium Shield Booster II 2x Active Hardener Shield Boost Amplifier
Low: Tracking Enhancer II Mag Stab II 2x Cap Flux Coil II
Using named modules where I cannot use t2 yet. Setup worked fine on the lvl 3 missions I tested it with (not many yet, just got this ship).

No. The MWD is to either get you in range or get you out of range.
For solo work you need a MWD, a webber and a scrambler - on any ship. So for the Ferox you Then need to consider whether your tanking or dealing damage. usefully the ferox can fit 6 x heavy neutrons with room for tackling and a minimum tank. Not many bc's of its tier can do that.
Here is a T2 variant I have used.
6 x heavy neutron II w/caldari navy antimatter 1 x rocket launcher Ii w/rage
1 x large shield booster Ii 1 x F-RX cap booster w/800's 1 x 10mn MWD 1 x webbifier II 1 x j5 warp disruptor
1 x DCU II 1 x RCU II 1 x PDS II 1 x mag stab II
shield Rigs: 1 x em 1 x thermal 1 x kinetic
5 x warrior II
I get something like 450dps which isn't too bad for a Ferox.
Of course its all theoretical, - how often do you get to do solo work?
