sandbox, hmm.. not too many adults enjoy building sandcastles, only children. and then there are the select few children that see some other childs sandcastle and can think of nothing but destroying it.
adults tend to respect structure in games to enjoy them.
but eve is not really a sandbox. the structure is there for everyone to see. the constant balancing/nerfing etc and the monthly 'this is considered an exploit' statement. these things not only bring boundaries, like the box, but they bring a much more complex set of rules.

In some ways the OP is correct.
Though the game approaches a sandbox approach it lacks certain tools to make it truly a sandbox. Most of these missing tools lie on the industrial, non combat side of the game.
Examples would be NPC sold items, remove them and allow the players to build everything through BPOs. (I would still leave skillbooks and BPOs to NPC selling, but cans, trade goods, etc can all be made by characters including implants and POS parts). Perhaps since shuttles have been removed though for other reasons we'll see the other items removed as well.
Another example would be the lack of real market pvp tools. Currently a trader has no choice in who buys from him. He should have a choice to deny service to those he wants to. There should be a way to set this up using standings the merchant has set.
I'm sure there are more ways :), I just thought of those 2 off the top of my head.

Actually, why not make it possible to create skillbook copies in, say, a special pos lab variant only anchorable in lowsec/0.0? Creates an entire industry out of nowhere and before you know it the NPC sell orders will succumb to the force of players competing for the lowest prices. Would require some massive thought on how long each skillbook would take to copy, but still...

I suppose a library module would be fine. IT could work, the problem might be producing enough and cheaply enough for incoming players though.

If you think Eve is linear, then what is WoW?
Technically it isn't a complete sandbox, but heck its as much a sandbox as you can make a game and keep it fun.
