Before my two monthes break, I didn't encounter any difficulty to get 2 implants, except the time investment of course.
Since then, my Thorax has been destroyed in a standard kill mission (a thief and 4 escorts), so it makes mission running much more dangerous. Yes, I could say no to the kill mission and get the standing back running other missions but I prefer finish my BS first before doing missions again.
Actually, if you don't have high gunnery and fight skills, a good ship equipped for battle and such, missions are not very rewarding. So less people are doing them which explains why implants are rare, thus more expensive.
I just hope Shiva will bring something (it should) to those who don't have scientific or fighting skills, or this char will have to go to biomass. Missions were supposed to be for those with social skills but in fact it is for high perception/willpower players, others can't compete. And this kind of players are already busy in pvp, npc hunting and such.

Some have troubles getting implants others get many a week... Missions are not very rewarding so people just do this more for T2 tools than anything else. Yes they give reward, but if you mine omber in 0.6 instead you get more isks for less risk.

Implant prices have an effect on pvp (the cheaper they are the more pvpers you will see). If the devs were listening to you and put more implants on the market maybe you would not be satisfied because you would be attacked and die a lot more.

What would happen if implants were given a duration? Like it stops working after 3 monthes... More pvp? I am not 100% sure after all.

I just looked at the mission forums, it seems they have "corrected" (or "nerfed" whatever) the trick that when you ran for more than one agent at the same time you had better chances of getting an implant mission. So yes, it is probably harder now.
