Hmm, perhaps to a certain extent. Although the way I remember it the community in general was only expressing concern with the ubiquitous use of damps on non-specialised ships. To nerf damps on bonused ships appeared to be a idea CCP came up with all by themselves.

I'd go one further. At the moment we tell people how much damage is done to an opponent and how much shield, armour, structure is left. I'd change it so that:
Damage message only shows that it is hitting shield/armor/structure. No visibility of how much shield/armor/structure your opponent has left. Make ship scanner show you these things, along with cap.
*Then* there would be a reason to use one.

Neuts are the BS defence against small ships. AFs have considerable problems independant of neuts.

I'd love to see a highslot module that increased the cap loss to your ship whilst being nos'd or neut'd, but in return applied heat damage directly to the attacking ships cap drain modules.

As for neuts being overpowered , lol. Poor curse can't kill a properly tanked drake. Or pretty much any passive tanked ship.
I think the ship's cap level should be visible when you target it, just like shields, armour and hull. That would help when using nos. There should be no mods/scanners needed in order to see that.
Other than that, nos and neuts are perfectly fine as they are.

Imagine not being able to see how much damage the primary is taking. This would make it mandatory to always be SURE to have enough firepower for AMY target, in ANY situation, so you dont mess up. It would encourage the all powerful blob even more.

Not everyone is so naive to think something is wrong with the game just because they lost a ship.

That's my only problem with them. One high slot renders a large ship pretty much immune to smaller ships. And it's not like you compromise your ability against large ships doing so; that large neut is also great against other battleships.
Large neuts are a battleship sized weapon that do full "damage" to ships regardless of size. It's like cruises and torps doing full damage to frigates.
Large neuts as frigate defense are for people who want to solo in their BSs and not have to worry about support. You should have to choose between an anti-BS or anti-frig/cruise loadout. Right now having large neuts against small ships is like having a long range web and ECM in one, and you sacrifice zero effectiveness vs large ships to get it.

Heavy Neut is the only fitting worth a **** on my Tempest .
Oh...I solo killed a Hyperion in my Rapier...out of a mission with Neut towers. That took a while too  .
A couple nights ago a pal and I bumped a smack-talking Drake pilot off a station. And 10 minutes or so later he got to laugh as me and my Rapier and friend with Curse gave it up as a pointless waste of ammo.
Maybe if he had Recon V...or I had more than two guns...or...or...
Neuts are one of the best balanced modules in the game.

Neuts didn't get nerfed, because noone was using them at all, ever, before the nos nerf - why cost yourself cap to kill their cap, when you can just suck it all away with nos (pre nerf).
Now that NOS is nerfed/balanced/w/e Neuts have a role, and they are good at it - shut a tackler/nanoship down, or on a curse/pilgrim/domi/phoon shut a tank down. (there are others but these are the main ones)
Problem is there is no way to make an extended duration fight capable curse/pilgrim without either:
CURSE 1) Having absolutely no tank whatsoever (not even a small shield buffer) 2) Having a ridiculously expensive set of implants (snake set and cap recharge in lowslots, or nanos/recharge in lows and cap recharge implants/snake set) 3) Having a mate to give you cap charges/ guardian to cap transfer you
PILGRIM 1) Having no manuverability advantage in web range (kind of needed to maintain range/transversal) - can make a good setup except it only goes ~200m/s, so its target range is very limited indeed, if it could fit an AB instead of a large cap battery, it would be a lot more effective. 2) Being utterly committed to any fight once it engages, being basically stuck there till its target or it dies, and cannot field a decent enough tank to justify this, unless you ignore ewar bonuses and fit it with lasers or something (seen it, made me cry).
Give curse +400 and pilgrim +700 base capacitor (I have only looked at the pilgrim in depth for this, but giving the curse +700 would make it an IWIN ship again, hence the decreased amount). This would make the amarr recons capable of running decent EWAR capabilities, (Mids as well as highs) without sacrificing huge numbers of slots for cap recharge equipment, or sacrificing longevity completely due to injector (which especially on pilgrim, completely ruins its TD effectiveness).
TL:DR, neuts are fine and working as intended, the abaddon had plenty of time while you tried to chew him up to a) kill your drones, or b) call for backup. Buff cap size of pilgrim/curse so they can have extended fights/move faster than a hauler

I think you misunderstood my point.
The target ship can activate a module which would cause the draining ship to suffer heat damage to its nos/neuts. The penalty for the target ship using the module would be that their cap would be drained at an increased rate.

I think they need to be looked at too. Their max range should be changed to an optimal and they should be given a 20km fall off on top of that.
