What do I need to train to increase these? Looking under engineering, I do not see anything specificly called cpu or power. Thank you!

"Engineering" increases power grid capacity by 5% per level. "Electronics" increases CPU capacity by 5% per level.

Firstly, you can increase both of these by training skills - Engineering for powergrid, and Electronics for CPU. Both of these give 5% bonus per level, and it is highly recommended to get them to level 5 sooner rather than later (probably within about 3 or 4 months is a reasonable timeframe) as most ships are balanced around the 25% bonus to both attributes.
Other than this, you can fit Co-Processors to increase CPU, and Reactor Control Units or Power Diagnostic Systems to increase powergrid (the latter gives a smaller PG bonus, but also increases shield and capacitor). All of these modules fit in your low slots. (There are also Ancillary Current Router rigs to increase powergrid - but they cost something like 30 million each and you'll know about them anyway by the time it might be worthwhile fitting them).
Finally there are some skills you can train that, while they don't directly increase CPU or powergrid, will reduce the CPU/PG demands of certain modules, which can acheive the same thing of freeing some up. The most important ones among these are Weapons Upgrades and Advanced Weapons Upgrades, which reduce the CPU and PG (respectively) of weapons. A few other skills have the side effect of reducing fitting of certain modules too, such as Shield Upgrades (less PG for shield upgrades) and Energy Grid Upgrades (less CPU for CPRs, cap batteries, etc).

Yup, those two skills are it, as far as skills.
You can increase powergrid with modules such as Reactor Control Unit, Power Diagnostic Unit, Micro Auxiliary Power Core, and some rigs I forget the name of.
You can increase CPU with Co-Processors.
Otherwise, what you need to do is train the skills under the Engineering, Electronics, Gunnery and other weapons, and I think Mechanic categories that say "this skill will make module x take up less CPU / less power to fit."
