The exploit is "pos bowling".
Technically, using a ship (usually capital) to bump ships out of a starbase forcefield when you do not have the password
ie - bypassing the forcefield password mechanics.

I recall reading that "bumping someone in high security that isn't a war target (so he can't retaliate) to help suicied ganking" is an exploit as he can't react witout being kileld by concord and the person bumping him will suffer no consequece.
It is right or wrong?

It may not be realistic but it's the only workable system that doesn't cause major headaches for everyone involved.
Let's assume a system is added where you take damage from collisions instead of bumping...
Well first of all undocking now becomes a regular dice with death in the busier systems as you could be damaged or destroyed from simply trying to undock and smacking into the back of another undocking ship. You now have an exploitable system for destroying ships as they undock without concord repercussions, for example: parking one or more freighters right outside the docking bay and put some remote reps on them. As people undocking go splat others can collect the loot risk free. You could also just ram a relatively well tanked but fast ship such as a Vaga into soft targets to destroy them without concord repercussions.
Have ramming flag a concord response you say?
Well how do you determine who rammed who? From the servers point of view a collision is just two ships trying to occupy the same set of coordinates at the same time and has no way of determining player intentions. In the above examples you see ramming occurring in two fundamentally opposite ways (the stationary freighter being rammed and the fast vaga doing the ramming). Because of the above there is no guarantee you can determine who to flag to concord and incorrectly assigned flags are going to drive players nuts (imagine the carnage and chaos at the Jita 4-4 undock). If you flag both to concord then that's easily exploited by simply flying rookie ships into the targets you want dead.
Only have a small amount of damage from collisions added?
Well now you have a system that's just a general annoyance for no real reason and can still be exploited to a lesser degree as above (think passive tanked drakes constantly ramming a freighter until it dies).
Remove collisions altogether?
Well now you have a system that's even more immersion breaking than before with ships that simply pass through each other like ghosts. At least with bumping you can come up with some RP spin about ships having emergency thrusters that fire when a collision is detected.
When you really start to look at the details and situations bumping is the best approach to take. While it's not the most "realistic" its a good example of why gameplay decisions should always come before realism ones.

Yeah, wish we had a ship that could deploy a bubble with inifinite warp scramble ability or possibly project it as a focused warp disruption thingie - we could call it an interdictor, or maybe a heavy interdictor. CCP needs to make these ASAP, so we won't have to bump supercaps to keep them from warping !

lately a gallente dude drove his nyx into a caldari station wrecking it, exactly like capitan piccard (a genuine caldari) did when he drove off enterprise into a klingonian ship (which are of gallentean origins).
WHY the nyx didnt bump off station insetead of wrecking it? - on topic
why caldari loialists couldnt bump off the nyx to avoid the collision and the incoming war - off topic, but it consumes me inside

You read my mind. I think the whole playing 'bumper cars' with ships in Eve is ridiculous and an RP killer.

This. He was a Gallente flying a Caldari/Amarr hybrid ship (shields, torps and lasers) edit: hmm, that makes the enterprise sound really badly fit. Also, it could warp while being shot. What about if we could somehow move the pos, thus uncovering the ships from its protective shields. Would this be ok?

Now bumping someone for fun or just to disrupt their play may be another thing, like when you decide its fun to bump that freighter to annoy him or whatever reason. But it would be an harassment.
I received a hate mail for crashing into a freighter, bumping it completely out of allignment infront of 44 :/

bumping is fine
the other week, i scanned out an Eagle that was in a safespot, aligned out. If we'd just warped someone in to tackle or if I'd decloaked, he'd have warped off straight away and I would have missed him... 
but thanks to bumping, I was able to get in front of him, turn around and hit him head-on, decloaking me and bumping him \o/ I soon got a point, and it was all over  ...

Simply use the undock timer to confer temporary immunity to undocking ships. RP explaination is that the station uses its own shields and tractor beams to prevent mishap. Alternately, or additionally, have a concord mandated fine for any ship that remains in the undock zone for an extended period. The fine grows the longer you wait and if it doesn't get paid on time Concord will jump you.
There are a number of ways to work with other ramming issues.
A good start would be at least to add some kind of logic to prevent a small ship from bumping a larger ship out of the way. ie, a frigate shouldn't be able to bump a cap ship off course.
