Goumindong explains that the way the scripts were implemented hurts Damps & Tracking disruptors more than it should due to the new way that they are calculated.

TL:DR. Damps arn't big enough of a force multiplyer on bonused ships, there are also few alteratives to specialise in sensor dampening, range or damp strength rigs are the only options.
Here are some of the better suggestions, and one/some of these could improve the damp ships;
Increase damp strength on t2 sensor dampener ships to 7.5% per level from 5% per level. (Keres/Lachesis/Arazu)
Change the 5% hybrid damage per level to a range bonus similar to the blackbird's on the Celestis hull, 10% To damp falloff per level.
Introduce Ewar falloff rigs
Introduce lowslot module similar to SDA's for increasing damp strength.

They should also have their optimal/falloff flipped since technically in order to work properly (100%) you have to get close inside optimal, which in effect negates their benefit. Even at a further distance,unlike ECM, you can still burn towards the target and get inside lock range.

Damps first of all need a role, and then be made good at that role.
First of all, "disable a hostile ship" is not the role for damps. They did that, hence they were nerfed. That role is for ECM.
The two possible roles for damps that I see are:
1) Force blaster range. A typical support module for Gallente. Force the enemy to fight in blaster range, where Gallente blaster boats are awesome. IIRC, you just need to increase the damp strength bonus slightly to achieve this.
2) Anti-sniper. Make damps work at sniper range (up to 250-300km?), but not in optimal, but falloff; this means they do not work all the time, and it's useful to combine them with the lock time reduction script. The op's suggestions for range rigs etc. would fit here.

Increasing damp bonuses does not work unless you change the way that bonuses are applied back to its pre-scripting method. And if you change it back to its pre-scripting method you likely don't need to change the strength of the bonuses.

They need a boost, they got nerfed because everyone fitted them, so instead make the Celestis/Arazu/Lachesis have a much bigger bonus to them than now, making them good on those ships and rubbish on everything else.

I support the Role bonus for the Lachesis and Arazu. Also the low slot idea. I look at the Damp strength rigs as well... they are only at 5% currently.
One more thing: Damps use a significant amount of cap for the payoff.

Damps do not have the range that Falcons do. Falcons would be the primary target for a damp based ship. Hence... no role there. Any damp ship at "fleet ranges" which I am assuming is 125km + since you gave no amplification would be popped quickly since it's ewar range is well within sniper range. No role there either. Your statement lacks merit.

When ECMs were so powerful that they were recomended equipment on most ships, CCP nerfed the strength of the ECM module, then boosted the bonus of ECM specialty ships to compensate. It makes a lot of sense to do the same thing for damp specialty ships to allow them to make use of the module, while leaving the module less useful for non-specialty ships.
